                      WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $291,000.00 bringing the total program resources to $529,091.00 which must be incurred by the City in order to receive the $291,000.00 in Federal funds which results in a local share of $238,091.00 for Pequannock Watershed System Security Improvements and no provision has been made in the 2018 Temporary Budget for the aforesaid purpose; and

 

                                          WHEREAS, by Resolution 7R12-c adopted on June 15, 2016, the City of Newark accepted grant funds for the Pequannock Watershed System Security Improvements in the amount of $291,000.00 to improve security at the Pequannock Watershed; and

 

                                          WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                                          WHEREAS, emergency appropriation adopted in 2018, pursuant to N.J.S.A. 40A:4-20 including this resolution total $291,000.00.

 

 

                         NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is 

                              hereby made for the following classification.

2.                     Said emergency appropriation shall be provided for in the 2018 budget.

 

3.                     A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.

 

STATEMENT

 

This legislation establishes a revenue and appropriation to improve security at the Pequannock Watershed, in the amount of $529,091.00 (Federal Funding of $291,000.00 and Local share of $238,091.00) for the Pequannock Watershed System Security Improvements.  The United States Environmental Protection Agency (USEPA), is providing the funds. The project period is January 1, 2016 through December 31, 2018 (City-wide).
