WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $6,225,880.00 for Workforce Investment Act (WIA) Adult, WIA Youth, Dislocated Worker, Temporary Assistance for Needy Families (TANF) and General Assistance/Supplemental Nutrition Assistance (GA/SNAP) Program and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by award letters dated May 22, 2013 and June 10, 2013 from the New Jersey Department of Labor and Workforce Development, the City was awarded additional funding for WIA Adult, WIA Youth, Dislocated Worker, TANF, and GA/SNAP Program in the amount of $6,225,880.00 to provide funds for program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and.
WHEREAS, the emergency appropriations adopted in 2013 pursuant to N.J.S.A. 40A:4-20 including this resolution total $294,801,381.51.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
No less than two-thirds of all members therefore affirmatively concurring, that:

STATEMENT
This resolution establishes an appropriation and revenue in the 2013 City of Newark's Budget for the Workforce Investment Act (WIA) Adult, WIA Youth, Dislocated Worker, Temporary Assistance for Needy Families (TANF) and General Assistance/Supplemental Nutrition Assistance (GA/SNAP) Program in the amount of $6,225,880.00 from the New Jersey Department of Labor and Workforce Development. The project period is July 1, 2013 through June 30, 2014. (City-wide)
