WHEREAS, the City of Newark opened its first container shelter site, Newark Hope Village, and has successfully transitioned the most vulnerable residents without addresses off the streets and into temporary housing; and
WHEREAS, the City of Newark is in the process of developing two (2) additional container sites, Newark Hope Village II and Newark Hope Village III, and would like to determine the successes and challenges from the residents’ perspective by gathering information through a focus group; and
WHEREAS, Bloomberg Philanthropies, 25 East 78th Street, New York, New York 10075, desires to provide, and did provide on November 19, 2021 gift cards to residents in exchange for their time participating in the focus group; and
Whereas, in addition to providing gift cards on november 19, 2021, Bloomberg Philanthropies also provided lunch to the residents during the focus group; and
WHEREAS, pursuant to Local Public Contracts Law, N.J.S.A. 40A:5-29, a local unit is authorized and empowered to accept bequests, legacies and gifts made to it and is empowered to utilize such bequests, legacies and gifts in the manner set forth in the conditions of the bequest, legacy or gift provided, however, that such bequest, legacy, or gift shall not be put to any use, which is inconsistent with the laws of the State of New Jersey and the United States of America; and
WHEREAS, Bloomberg Philanthropies, fully understands and agrees that it is not entitled to receive any direct benefit from the City of Newark in exchange for its gift; and
WHEREAS, the Department of Administration, Office of the Business Administrator desires to accept the gift/donation of the gift cards and food, pursuant to N.J.S.A. 40A:5-29.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designees, the Business Administrator, are authorized, pursuant to N.J.S.A. 40A:5-29, to accept the gift/donation provided on November 19, 2021, from Bloomberg Philanthropies, 25 East 78th Street, New York, New York 10075 of seventeen (17) Twenty Five Dollars and Zero Cents ($25.00) gift cards at a total cost of Four Hundred Twenty-Five Dollars and Zero Cents ($425.00) and food valued at One Hundred Sixty-Nine Dollars ($169.00), for a total gift valued at Five Hundred Ninety-Four Dollars and Zero Cents ($594.00).
2. No municipal funds will be expended for the acceptance of this gift.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator to accept a gift/donation of seventeen (17) gift cards and food valued at $594.00 from Bloomberg Philanthropies, 25 East 78th Street New York, New York 10075, to provide to the residents of Newark Hope Village, in exchange for their participation in a focus group.
