WHEREAS, the New Jersey Department of Agriculture, Division of Food and Nutrition (“NJDA”) reimburses the City of Newark (“City”) for meals served to children who live in areas in which at least fifty percent (50%) of the children qualify for free or reduced-price meals under the National School Lunch Program; and
WHEREAS, the City provides meals to Newark children through SuNuP Summer Food Service Program and needs additional funding to sustain the program and continue the provision of meals for the summer of 2025; and
WHEREAS, on or about March 17, 2025, on behalf of the City, the Director of the Department of Recreation, Culture Affairs and Senior Services submitted an application to the NJDA, requesting grant funding in the amount of Two Million, Three-Hundred and Seventy-Two Thousand, Four Hundred and Ninety-Five Dollars and Four Cents ($2,372,495.04), for the SuNuP Summer Food Service Program to provide meal services for the children of the City of Newark; and
WHEREAS, as a result of the application, the City has been awarded grant funds in the amount of Two Million, Three-Hundred and Seventy-Two Thousand, Four-Hundred and Ninety-Five Dollars and Four Cents ($2,372,495.04), from the NJDA for the 2025 SuNuP Summer Food Service Program to provide meal services for the children of the City of Newark, for the period commencing on October 1, 2024 and terminating September 30, 2025; and
WHEREAS, the City recognizes that the NJDA may extend the time of the Grant Award and/or provide additional funds, if made available; and
WHEREAS, in such instances, the NJDA will amend the Grant to reflect the Grant time extension and/or increase or decrease funds, if made available; and
WHEREAS, the City must execute a grant agreement with the New Jersey Department of Agriculture, Division of Food and Nutrition in order to obtain the Grant Award, with no City funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services, are hereby authorized to submit an application to the New Jersey Department of Agriculture, Division of Food and Nutrition (“NJDA”) , requesting grant funding in the amount of Two Million, Three-Hundred and Seventy-Two Thousand, Four-Hundred and Ninety-Five Dollars and Four Cents ($2,372,495.04), for the 2025 SuNup Summer Food Service Program to provide meal services to children of the City of Newark (“City”), with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of the Application from the date of Application submission to the date of adoption of this authorizing Resolution.
3. The Grant Award in the amount of Two Million, Three-Hundred and Seventy-Two Thousand-Four-Hundred and Ninety-Five Dollars and Four Cents ($2,372,495.04) from the NJDA, is hereby accepted (a copy of the Award Letter is attached hereto and made a part hereof).
4. The Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services, are hereby authorized to enter into and execute grant documents (“Agreement”) with the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs, to receive and expend the aforementioned Grant Award for the provision of meals services to children of the City of Newark through the SuNuP Summer Food Program, for the period commencing on October 1, 2024 and terminating on September 30, 2025 (a copy of the Agreement is attached hereto and made a part hereof).
5. The Agreement between the City of NJDA, Bureau of Child Nutrition Programs, is hereby ratified from February 20, 2025 to the date of adoption of this authorizing Resolution.
6. No municipal funds are required for receipt or acceptance of this Grant Award.
7. The Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services, are hereby authorized to amend the grant agreement to extend the grant period and/or increase or decrease funding, if made available, and any such amendment to the Grant Agreement shall be effectuated by submission of a resolution authorizing a budget amendment and said resolution shall have attached the official amending grant award letter, amendments, and any associated documentation thereto.
8. The Director of Department of Recreation, Cultural Affairs and Senior Services shall file a fully executed copy of the Application, Grant Award Letter, and the Grant Agreement in the Office of City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Director of the Department of Recreation, Cultural Affairs and Senior Services to submit an application for grant funding from the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs' 2025 Summer Food Service Program, to provide meal services to children of the City of Newark, and furthermore, ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services, to enter into and execute an agreement with and accept grant funds in the amount of $2,372,495.04 from the NJDA for the provision of meals services to children of the City of Newark through the SuNuP Summer Food Program, for the period commencing on October 1, 2024 and terminating on September 30, 2025. No municipal funds are required.
