WHEREAS, the Department of Health and Community Wellness provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the Women, Infants and Children (WIC) Program; and

 

WHEREAS, the State of New Jersey, Department of Health and Senior Services (NJDOH), has made grant funds available for the provision of a Supplemental Nutrition Program for Women, Infants and Children (WIC), in the City of Newark; and

 

WHEREAS, on June 20, 2017, on behalf of the City of Newark, the Acting Director of the Department of Health and Community Wellness submitted an application to the State of New Jersey, Department of Health and Senior Services, requesting grant funding in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), for the provision of the Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark (a copy of said application is attached hereto and made a part hereof; and

 

WHEREAS, as a result of the application, the City of Newark has been awarded a grant in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), from the New Jersey Department of Health and Senior Services for Supplemental Nutrition Services for the Women, Infants and Children (WIC) Program, for the period commencing on October 1, 2017, and terminating on September 30, 2018 (a copy of the NJDOH Notice of Grant Award is attached hereto and made a part hereof); and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness desires to accept said grant award; and

 

WHEREAS, the City of Newark, recognizes that the State of New Jersey Department of Health and Senior Services, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, the State of New Jersey, Department of Health and Senior Services, will amend the grant time extension and/or increase or decrease any additional funds, if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health and Senior Services, requesting grant funding in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), for the provision of the Supplemental Nutrition Program for Women, Infants and Children (WIC) in the City of Newark, with no City funds required (a copy of the application is attached hereto and made a part thereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this resolution.

 

3.                     The grant award in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), from the State of New Jersey, Department of Health and Senior Services, with a project period commencing on October 1, 2017, and terminating on September 30, 2018, is hereby accepted.

 

4.                     The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute any and all supporting documents with the State of New Jersey, Department of Health and Senior Services, to receive and expend the grant award in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), for the provision of the Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, for the period commencing October 1, 2017, and terminating on September 30, 2018.

 

5.                     The Agreement between the City of Newark and the State of New Jersey Department of Health and Senior Services is hereby ratified from October 1, 2017, to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Acting Director of the Department of Health and Community Wellness shall file a fully-executed copy of the grant application, grant award letter and all supporting documents in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the  Acting Director of the Department of Health and Community Wellness, to apply for and accept grant funds from the State of New Jersey, Department of Health and Human Services, for the provision of the Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, in the amount of One Million, Eight Hundred Sixty-One Thousand, Eight Hundred Nineteen Dollars and Zero Cents ($1,861,819.00), for the period commencing on October 1, 2017, and terminating on September 30, 2018. No municipal funds are required.
