WHEREAS, the City of Newark’s Department of Health and Community Wellness (“DHCW”) provides childhood lead exposure prevention services for children six (6) months through children younger than seventeen (17) years of age under the Childhood Lead Exposure Prevention (CLEP) Program; and
WHEREAS, the New Jersey Department of Health (“DOH”), 369 South Warren Street, Trenton, New Jersey 08608, has made grant funds available through the SFY 2027 Childhood Lead Exposure and Prevention (CLEP) Grant Program to address blood lead levels between 3.5-4.9 ug/dl and conduct outreach to families; and
WHEREAS, on or about July 18, 2026, on behalf of the City of Newark (the “City”), the Director of the DHCW, submitted an application to the DOH’s CLEP Program, requesting grant funding in the amount of One Million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents. ($1,775,025.00), to address blood lead levels between 3.5-4.9 ug/dL and conduct outreach to families, for the period of July 1, 2026 through June 30, 2027 (a copy of the Grant Application is attached hereto and made a part hereof); and
WHEREAS, as a result of the Application, the City has been awarded Grant Funds in the amount One Million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents ($1,775,025.00) (“Grant Funds”) from the NJDOH, to address blood lead levels between 3.5-4.9 ug/dL and conduct outreach to families (a copy of the Letter of Intent To Fund is attached hereto and made a part hereof); and
WHEREAS, the City’s DHCW, desires to accept the Grant funds in the amount of One Million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents ($1,775,025.00); and
WHEREAS, the City recognizes that the NJDOH may amend the Grant to reflect an extension of the Grant Period and/or provide additional funds if made available; and
WHEREAS, the City’s DHCW, shall upon any such extension of time of the Grant and/or change in Grant Funds, file an amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of the Grant Award may only be waived or amended by the parties duly authorized to execute the Grant, subject to the approval of the Municipal Council by Resolution; and
WHEREA, no matching funds from the City are required in the acceptance of the Grant Award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness (“DHCW”), are hereby authorized to apply and accept grant funding in the amount of One Million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents. ($1,775,025.00) from the New Jersey Department of Health, P.O. Box 360, Trenton, New Jersey 08625-0360 (“NJDOH”), to address blood lead levels between 3.5-4.9 ug/dL and conduct outreach to families for the period of July 1, 2026 through June 30, 2027.
2 The Municipal Council hereby ratifies its authorization of the Application from the date of application submission, on or about July 18, 2026, to the date of adoption of this authorizing Resolution.
3. The Grant Award in the amount of One Million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents. ($1,775,025.00) from the NJDOH is hereby accepted (a copy of the Letter of Intent to Fund is attached hereto and made a part hereof).
5. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the Grant Award from the NJDOH, for the Grant Period commencing July 1, 2026 and terminating June 30, 2027.
6. The City’s DHCW shall upon any Grant Period extension, and/or change in Grant Funds, file an amending Resolution reflecting the final time and Award Amount of the Grant.
7. No matching or in-kind municipal funds are required for the acceptance of this Grant.
8. The Municipal Council hereby ratifies the acceptance of this Grant award from July 1,2026 to the date of this authorizing Resolution.
9. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the Grant Application, Grant Award and Letter of intent to Fund in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and/or his designee, and the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of One million Seven Hundred Seventy-Five Thousand Twenty-Five Dollars and Zero Cents. ($1,775,025.00), to address blood lead levels between 3.5-4.9 ug/dL and conduct outreach to families, for the period commencing July 1, 2026 and terminating June 30, 2027. No municipal matching funds are required for the receipt or acceptance of these Grant Funds.
