Additional Information:
Apply and Accept Resolution #7R7-a, originally adopted on December 6, 2023, which approved a grant amount of $6,732,267.00 from the New Jersey Department of Community Affairs (“DCA”). An additional funding of $1,316,188.00 has since been awarded for the American Rescue Plan/Capital, bringing the total cumulative grant award to $8,048,455.00.

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Million Three Hundred Sixteen Thousand One Hundred Eighty-Eight Dollars and Zero Cents. ($1,316,188.00) for American Rescue Plan/Capital Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of letter dated May 27, 2026, the New Jersey Department of Community Affairs (“DCA”) awarded the City of Newark additional funds in the amount of One Million Three Hundred Sixteen Thousand One Hundred Eighty-Eight Dollars and Zero Cents. ($1,316,188.00). The aforementioned program will provide funds for the provision of developing a community resource center to offer housing, health and economic services to the City of Newark residents; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 473,747,497.50
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
1. This Resolution establishes the temporary emergency appropriation for the American Rescue Plan/Capital Program FY 2026, in the amount of One Million Three Hundred Sixteen Thousand One Hundred Eighty-Eight Dollars and Zero Cents. ($1,316.188.00). The New Jersey Department of Community Affairs (“DCA”) awarded the funds. The project period is March 15, 2021 through December 31, 2026.
