The Safe Streets to Newark Transit Hub Project consists of intersection improvements at Market Street and University Avenue. The project proposes to install curb extensions, high visibility crosswalk and traffic signal improvements.

WHEREAS, the City of Newark, Department of Engineering, Division of Traffic and Signals (the “City”), on August 13, 2026 and on August 20, 2026, advertised for receipt of bids for street paving for Contract #2025-05, Safe Streets to Newark’s Transit Hub Project (Market Street and University Avenue Intersection Pedestrian Safety and Traffic Signal Improvements) (“Project”); and
WHEREAS, on September 3, 2026, the City received two (2) bids in response to said advertisement; and
WHEREAS, following a comprehensive review of the bids received for the Project, the Department of Engineering (“Department”) determined that the bid submitted by Zuccaro, Inc. was non-responsive; and
WHEREAS, the Acting Director of the Department, therefore, desires to accept the bid proposal submitted by the lowest responsive and responsible bidder, J.A. Alexander, Inc., 130-158 JFK Drive, Bloomfield New Jersey 07003, and to execute Contract #2025-05, Safe Streets to Newark’s Transit Hub Project (Market Street and University Avenue Intersection Pedestrian Safety and Traffic Signal Improvements), for the total bid amount not to exceed Seven Hundred Thirty-Six Thousand, Eight Hundred Eighty Dollars And Sixty-Five Cents ($736,880.65);
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized, on behalf of the City of Newark, to accept the bid proposal submitted by the lowest responsive and responsible bidder, J.A. Alexander, Inc., 130-158 JFK Drive, Bloomfield, New Jersey 07003, and to enter into and execute Contract #2025-05, Safe Streets to Newark’s Transit Hub Project for street paving, Intersection Pedestrian Safety and Traffic Signal Improvements at Market Street and University Avenue in the City of Newark. The total contract amount shall not exceed Seven Hundred Thirty-Six Thousand Eight Hundred Eighty Dollars and Sixty-Five Cents ($736,880.65)
The Certification of Funds issued by the Chief Financial Officer states funds in the amount of $736,880.65 are available in the following accounts: Business Unit 051, Dept. G24, Div./Proj. E24K0, Account# 71930, Budget Ref. B2024; and Business Unit 011, Dept 110, Div/Proj 1107, Account# 71930, Budget Ref B2026; for the purpose set forth hereinabove.
No changes to this contract are allowed without prior Municipal Council approval.
A fully executed copy of the contract shall be filed in the Office of the City Clerk by the Director of the Department of Engineering.
This contract is to be completed within a period of 365 consecutive calendar days from the date of the issuance of a formal Notice to Proceed by the Director of the Department of Engineering.
The public bidding process under the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq., complies with the Fair and Open Process of the State of New Jersey Local Unit Pay-to-Play Law, N.J.S.A. 19:44A-20.5, et seq.
7. If required by State Law, the City Clerk shall provide the appropriate Notice of the Award of this contract to the State Comptroller, no later than twenty (20) business days following such award, in accordance with N.J.S.A. 52:15C-10 and the Notice of the Office of the State Comptroller.
STATEMENT
This Resolution hereby authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Engineering, to accept the bid proposal submitted by the lowest responsive and responsible bidder, JA Alexander, Inc., 130-158 JFK Drive, Bloomfield, New Jersey 07003, and enter into and execute Contract #2025-05, Safe Streets to Newark’s Transit Hub Project (Market Street and University Avenue Intersection Pedestrian Safety and Traffic Signal Improvements) in the City of Newark, for the total bid amount not to exceed $736,880.65. This contract is to be completed within a period of 365 consecutive calendar days from the date of the issuance of a formal Notice to Proceed by the Director of the Department of Engineering.
