           WHEREAS, the City of Newark (the “City”) seeks to offer victims services to male survivors of violence; and

 

WHEREAS, the United States Department of Justice, Office of Justice Programs Office for Victims of Crime, solicited proposals for the FY 15 Supporting Male Survivors of Violence: Purpose Area 1: Demonstration Projects (“Supporting Male Survivors of Violence Project”), which encourages cities to provide innovative new crime victims services to male survivors of violence that have been harmed by violence; and

 

WHEREAS, on June 17, 2015, on behalf of the City of Newark, under the Mayor’s Office with Rutgers University - Newark, Department of Psychology and School of Criminal Justice as the City’s educational partner, submitted an application to the United States Department of Justice, Office of Justice Programs Office for Victims of Crime, requesting funding in the amount of $1,000,000.00 for Supporting Male Survivors of Violence for community-based strategies to innovative new crime victims services to male survivors of violence; and

 

WHEREAS, as a result of this application, on September 30, 2015, the City of Newark was awarded a grant (titled the “West Ward Victims Outreach Services and Crime Prevention Initiative”), in the amount of $1,000,000.00 from the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, to develop a community-based program that provides innovative new crime victims services (including mentorship, case management and referrals for community mental health services) to at least 50 male survivors of violence between the ages of 18-30 year old for the period commencing on October 1, 2015 and terminating on September 20, 2018; and

 

WHEREAS, the City must execute a grant agreement with the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, to begin working on the Supporting Male Survivors of Violence Project.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee are hereby authorized to submit an application to the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, for funding in the amount of $1,000,000.00 for the Supporting Male Survivors of Violence Project (a copy of the budget and application is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $1,000,000.00 from the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee are hereby authorized to enter into and execute the grant agreement with the United States Department of Justice, Office for Victims of Crime to receive and expend the grant award in the amount of $1,000,000.00 through the Mayor’s Office to develop community-based strategies to support innovative new crime victims services; for the period commencing October 1, 2015 and terminating on September 30, 2018 (A copy of the agreement is attached hereto and made a part hereof).

 

5.                     The agreement between the City of Newark and the United States Department of Justice, Office for Victims of Crime is hereby ratified from October 1, 2015 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     A representative from the Mayor’s Office shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor’s Office to submit an application for grant funding from the United States Department of Justice, for developing community-based strategies to support innovative new crime victims services for male survivors of violence, and furthermore, authorizes the Mayor and/or his designee, to enter into and execute a grant agreement with and accept grant funds in the amount of $1,000,000.00 from the United States Department of Justice, Office of Justice Programs, Office for Victims of Crime, for developing community-based strategies to provide innovative new crime victims services for male survivors of violence, for the period commencing October 1, 2015 and terminating on September 30, 2018.  No municipal funds are required.
