The FY22 Microgrants-Community Policing Development Solicitation will provide funding in the amount of $141,360.00 from the United States Department of Justice COPS Office to fund police training, which will prioritize training to the next generation of members to build a long-term culture of best practices in responding to community demonstration.
The Grant Period as been extended from September 30, 2023 through August 31, 2025.

WHEREAS, on behalf of the City of Newark, the Director the Department of Public Safety submitted an application to the United States Department of Justice - Bureau of Justice Assistance COPS Office, requesting funding in the amount of One Hundred Forty One Thousand Three Hundred Sixty Dollars and Zero Cents ($141,360.00) from the FY22 Microgrants-Community Policing Development Solicitation to fund police training which will prioritize training to the next generation of members to build a long-term culture of best practices in responding to community demonstrations with no City funds required; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to submit a resolution from the Newark Municipal Council authorizing submission of the grant application; and
WHEREAS, the City of Newark has received notification of receipt of the grant award of $141,360.00 in connection with this application, and the Director of the Department of Public Safety desires to accept the grant award and execute a grant agreement governing said award; and
WHEREAS, the City of Newark has received notification of receipt of the grant award in connection with this application, and the Director of the Department of Public Safety is submitting a copy of the grant agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature; and
WHEREAS, the Police Division has been awarded grant funding in the amount of One Hundred Forty One Thousand Three Hundred Sixty Dollars and Zero Cents ($141,360.00) from the FY22 Microgrants-Community Policing Development Solicitation to fund police training which will prioritize training to the next generation of members to build a long-term culture of best practices in responding to community demonstrations with an award start date of October 1, 2022 through September 30, 2023, extended through August 31, 2025, with no City funds required; and
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to accept the allocation from the United States Department of Justice COPS Office requesting grant funding in the amount of One Hundred Forty One Thousand Three Hundred Sixty Dollars and Zero Cents ($141,360.00) with an award start date of October 1, 2022 through September 30, 2023, with a grant extension through August 31, 2025.
2. The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and execute the grant documents with the United States Department of Justice COPS Office to receive and expend the FY22 Microgrants-Community Policing Development Solicitation to fund police training, which will prioritize training to the next generation of members to build a long-term culture of best practices in responding to community demonstrations.
3. This Resolution is hereby ratified to the date of this authorizing resolution.
4. The Director of the Department of Public Safety shall submit a complete copy of the grant agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.
5. No municipal funds are required for receipt or acceptance of this grant award.
6. The Director of the Department of Public Safety shall file a fully-executed copy of the FY22 Microgrants-Community Policing Development Solicitation, the grant award letter, and the grant agreement in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to submit an application for, accept, and enter into an agreement for the FY22 Microgrants-Community Policing Development Solicitation for funding in the amount of $141,360.00 from the United States Department of Justice COPS Office to fund police training which will prioritize training to the next generation of members to build a long-term culture of best practices in responding to community demonstration, for the grant period of October 1, 2022 through September 30, 2023, with an extension through August 31, 2025. No municipal funds are required.
