WHEREAS, N.J.S.A 40A:4-87 provides that the Director of Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of an appropriation item of equal amount for the purpose of carrying out the purposes of the law making such item of revenue available for expenditure; and
WHEREAS, the County of Essex through CARES Act funds from the United States Department of Treasury has made available $6,023,013.29 for the Essex County CARES Funding Reimbursement; and
WHEREAS, by Resolution 7R1-l adopted on October 7, 2020, the City of Newark accepted funds from the County of Essex through CARES Act funds from the United States Department of Treasury in the amount of $6,023,013.29, and authorized the application for and acceptance of any additional funding that would be made available to the City, bringing total program resources to $16,955,315.76 for reimbursement to the City of Newark for economic damage caused by the Coronavirus pandemic.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY:
1. In accordance with the provisions of N.J.S.A 40A:4-87, the City of Newark, New Jersey, hereby requests the Director of Local Government Services to approve a budget insertion in the amount of $6,023,013.29 and an appropriation of an equal amount for the Essex County CARES Act Funding Reimbursement in the budget year 2020 as set forth in Schedule A, attached hereto and made a part hereof.
2. The aforesaid insertion is, in the opinion of the Governing Body, warranted and authorized by N.J.S.A. 40A:4-87 and is necessary for the orderly operation of the municipality.
3. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk.
STATEMENT
This resolution establishes the revenue and appropriation for the 2020 Municipal Budget for $6,023,013.29 for the Essex County CARES Act Funding Reimbursement. The County of Essex through CARES Act funds from the United States Department of Treasury is providing these funds. The project period is May 12, 2020 through December 31, 2020.
