WHEREAS, the City of Newark seeks to reduce violence and recidivism; and
 
WHEREAS, community-based case management, mentoring, transitional employment, and job placement are proven methods of reducing the devastating cycles of crime, violence, and recidivism; and
 
WHEREAS, the United States Department of Justice ("USDOJ") solicited proposals for the Second Chance Adult and Juvenile Offender Re-entry Demonstration Projects ("Second Chance Reentry Project"), which encourage cities to develop community-based strategies to reduce crime, violence, and recidivism by fifty (50%) percent within a five (5) year period; and
 
      WHEREAS, in March 2010, on behalf of the City of Newark,  the Office of Reentry of the Department of Economic and Housing Development ("DEHD") in conjunction with the Office of the Business Administrator, submitted an application to USDOJ requesting funding of $750,000.00 for a Second Chance Re-entry Project for community-based crime strategies to reduce violence and recidivism; and
 
      WHEREAS, as a result of this application, on September 8, 2010, the City of Newark was awarded a grant (titled the "Violence Prevention Re-entry Project"), in the amount of $750,000.00 from USDOJ, to develop a program that provides Re-entry Services (including case management, mentoring, transitional employment, and job placement) to approximately one hundred and fifty (150) formerly incarcerated adults, ages 18 to 30 years old, for the period commencing on October 1, 2010 and terminating on September 30, 2011; and
 
WHEREAS, pursuant to Resolution 7R3-a, adopted March 2, 2011, the City accepted grant funds and entered into a grant agreement with USDOJ, for the grant award No. 2010-CZ-BX-0060, in the amount of $750,000.00, for the Second Chance Reentry Project with $24,647.00 of in-kind matching City funds and $725,353.00 of matching philanthropic funds required, for the period commencing on October 1, 2010 and terminating on September 30, 2011; and
 
WHEREAS, the Business Administrator requested an extension of the grant agreement from September 30, 2011 through September 30, 2012 through the submission of a Grant Adjustment Notice to USDOJ, which was approved by USDOJ on June 30, 2011; and
 
WHEREAS, the City of Newark, pursuant to Resolution 7R1-A, adopted on November 7, 2011, amended the requested grant extension from September 30, 2011 through September 30, 2012; and
 
WHEREAS, the grant funds will not be fully expended by grant expiration date of September 30, 2012; and
 
WHEREAS, the Business Administrator requested an extension of the grant agreement to December 31, 2012 through the submission of a Grant Adjustment Notice to USDOJ, which was approved by USDOJ on January 26, 2012; and
 
WHEREAS, the parties wish to amend the terms of the Grant Agreement between the City of Newark and the USDOJ to extend the grant period to December 31, 2012.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The grant agreement between the USDOJ and the City of Newark is hereby amended to extend the grant expiration date from September 30, 2012 through December 31, 2012.
 
2.      The Municipal Council hereby ratifies the amended grant from the date of approval for the additional extension, to the date of adoption of this authorizing resolution.
3.      The Mayor and/or his designee, the Business Administrator, are hereby authorized to execute any grant documents necessary to effectuate this amendment. A copy of the USDOJ Grant Adjustment Notice approving the grant extension is attached.
 
4.      All other terms and conditions of the grant agreement remain the same.
 
5.      No municipal funds are required for the effectuation of this grant extension except to the extent that $24,647.00 of in-kind matching funds shall be covered by salary and fringe benefits.
 
STATEMENT
 
This resolution authorizes an amendment to the grant agreement between the City of Newark and the USDOJ for the Second Chance Reentry Project grant award No. 2010-CZ-BX-0060 in the amount of $750,000.00, to extend the grant expiration date from September 30, 2012 through December 31, 2012.
