Resolution 7R7-a adopted on December 20, 2023, awarded a contract for the period of January 1, 2024 through December 31, 2024 for a contract amount not to exceed $142,500.00
This First Amendment will extend the contract for one (1) year, expand the services by providing additional personnel, and increase the contract by $392,500, for a new total contract amount not to exceed $535,000.00.

WHEREAS, the Municipal Council, by Resolution 7R7-a, adopted on December 20, 2023, awarded a contract to Rutgers, the State University of New Jersey/Rutgers New Jersey Medical School, Department of Psychiatry to provide field-based services to homeless Newark residents with substance use disorders in the amount of $142,500.00, for the period of January 1, 2024 through December 31, 2024; and
WHEREAS, the Mayor’s Office of Homeless Services desires to expand medical personnel to provide more field-based services to homeless Newark residents with substance use disorders; and
WHEREAS, the Mayor’s Office of Homeless Services also desires to extend the contract term for an additional one (1) year and increase the contract amount by Three Hundred Ninety-Two Thousand Five Hundred Dollars and Zero Cents ($392,500.00) for the services stated above; and
WHEREAS, the increase of the additional Three Hundred Ninety-Two Thousand Five Hundred Dollars and Zero Cents ($392,500.00), brings the total contract to an amount not to exceed Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00), for the period of January 1, 2025 through December 31, 2025; and
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Business Administrator, are authorized to enter into a First Amendment to the Contract with Rutgers, The State University of New Jersey/Rutgers New Jersey Medical School, Department of Psychiatry, 185 South Orange Avenue, Newark, New Jersey 07103 to provide field-based services to homeless Newark residents with substance use disorders for an additional amount of Three Hundred Ninety-Two Thousand Five Hundred Dollars and Zero Cents ($392,500.00) for a new total contract amount not to exceed Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00), for an additional one (1) year, for the period of January 1, 2025 through December 31, 2025.
2. All other terms and conditions of the Contract shall remain the same.
3. Attached hereto is a Certification of Funds from the Chief Financial Officer, which states that there are available sufficient legally appropriated funds in the amount of Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00), from Fund Code NW051, Dept G24, Project M2420, Account 71280, Bud. Ref. B2024.
4. The Director of the Mayor’s Office of Homeless Services shall file an original copy of the executed contract and a copy of the Finance Director’s certification of the availability of funds in the Office of the City Clerk and the same shall be made for public inspection.
STATEMENT
