WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,885,481.00 for the Women, Infants, and Children (WIC) Program and no adequate provision has been made in the 2017 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by letter dated October 26, 2016 from the New Jersey Department of Health and Senior Services, the City of Newark has been awarded $1,885,481.00 to provide nutritional services, nutritional education, immunization screening and education, voter registration and family care enrollment through participation in New Jersey Department of Health and Senior Services’ Women, Infants and Children (WIC) Program to the residents of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2017, pursuant to N.J.S.A. 40A: 4-20 including this resolution total...………………$40,758,080.18.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification.

2. Said emergency appropriation shall be provided for in the 2017 budget.
3. A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation establishes a temporary emergency appropriation for the Women, Infants and Children (WIC) Program, in the amount of $1,885,481.00. The New Jersey Department of Health and Senior Services is awarding the funds. The project period is October 1, 2016 through September 30, 2017.
