WHEREAS, the New Jersey State Legislature has appropriated funding under the State Body Armor Replacement Fund, pursuant to N.J.S.A. 52:17B-4.4, to provide for the purchase of body armor vests for eligible police officers in the State of New Jersey; and
WHEREAS, the City of Newark is committed to ensuring the safety of its police officers in the performance of their duties; and
WHEREAS, on July 24, 2025, on behalf of the City of Newark, the Director of the Department of Public Safety submitted an electronic application to the New Jersey Department of Law and Public Safety, Division of Criminal Justice requesting funding (to be set by a pre-determined formula) from the FY2025 Body Armor Replacement Fund Grant Program for the purchase of body armor vests, with no City funds required; and
WHEREAS, as a result of this application, the City of Newark, Police Division has been awarded funding in the amount of Eighty-Nine Thousand, Five Hundred Forty-Eight Dollars and Forty-Five Cents ($89,548.45) from the New Jersey Department of Law and Public Safety, Division of Criminal Justice, for the purchase of body armor vests, for the period commencing on July 1, 2025 and terminating on June 30, 2030; and
WHEREAS, the City is not required to execute a Grant Agreement with the New Jersey Division of Criminal Justice in order to obtain the grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit a grant application requesting grant funding from the New Jersey Department of Law and Public Safety Division of Criminal Justice ("DLPS"), for the purchase of body armor vests with no City funds required (a copy of the grant application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The grant award in the amount Eighty-Nine Thousand, Five Hundred Forty-Eight Dollars and Forty-Five Cents ($89,548.45) from the DLPS is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to accept the grant funding from the DLPS and expend the grant in the amount of Eighty-Nine Thousand, Five Hundred Forty-Eight Dollars and Forty-Five Cents ($89,548.45) for costs associated with the purchase of body armor vests for Newark police officers, for the period commencing on July 1, 2025 and terminating on June 30, 2030. This authorization is ratified back to the date of the DLPS award letter.
5. No municipal funds are required for receipt or acceptance of this grant award.
6. The Director of the Department of Public Safety shall file a copy of the grant application and the grant award letter in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Director of the Department of Public Safety to submit a grant application for grant funding from the New Jersey Department of Law and Public Safety Division of Criminal Justice Body Armor Replacement Fund Grant Program, for costs associated with the purchase of body armor vests for eligible Newark police officers, and furthermore, ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to accept grant funds in the amount of $89,548.45 for the period commencing on July 1, 2025 and terminating on June 30, 2030. No municipal funds are required.
