WHEREAS, the City’s Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254(b), Program Regulation (43 CFR part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), Affordable Health Care Act; and
WHEREAS, on or about June 21,2021, on behalf of the City of Newark (the “City”), the Acting Director of the Department of Health and Community Wellness electronically filed an application to the New Jersey Department of Health and Human Services,(hereinafter the “DHHS”), P.O. Box 360, Trenton, New Jersey 08625-0360, requesting grant funding for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, on or about June 29, 2021, as a result of the application, the DHHS awarded the City a grant in the amount of Two Hundred Fifty Thousand Dollars and Zero Cents ($250,000.00); and
WHEREAS, without additional application, on or about August 2, 2021, the DHHS has made additional grant funds available and notified the City of a supplemental award in the amount of Two Hundred Fifty Thousand Dollars and Zero Cents ($250,000.00), for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City for the period of July 1, 2021 through June 30, 2023 (a copy of the Supplemental Notice of Award is attached hereto and made a part hereof); and
WHEREAS, on or about August 2, 2021, the Acting Director of the Department of Health and Community Wellness did subsequently, on behalf of the City, cause the appropriate electronic submission to be made necessary to accept the above-mentioned supplemental grant award; and
WHEREAS, the City recognizes that the DHHS, may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the DHSS, may amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and
WHEREAS, the City’s Department of Health and Community Wellness, shall upon any such extension of time of the grant and or increase or decrease of additional funds, file an amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to accept the additional supplemental funds in the amount of Two Hundred Fifty Thousand Dollars and Zero Cents ($250,000.00) and amend the accepting application to the New Jersey Department of Health & Human Services, Hubert H. Humphrey Building, P.O. Box 360, Trenton, New Jersey 08625-0360, requesting funding for the continued provision of health care services to the medically underserved populated areas, which includes the City of Newark.
2. The Mayor and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the additional supplemental grant award for the continued provision of health care services to the medically underserved populated areas, which includes the City of Newark for the period commencing July 1, 2021 and terminating June 30, 2023.
3. The City’s Department of Health and Community Wellness, shall upon any extension of time of the grant, and/or increase or decrease of additional funds, file an amending resolution reflecting the final time and award amount of the grant.
4. No municipal matching funds are required for the receipt or acceptance of this grant award.
5. The Municipal Council hereby ratifies the acceptance of this additional supplemental grant award from the date the electronic acceptance was filed, on our about August 2, 2021, to the date of adoption of this authorizing resolution.
6. The Acting Director of the Department of Health and Community Wellness shall
file a fully executed copy of the grant application and the grant award letter in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Acting Director of Health and Community Wellness, to accept, without further application, additional supplemental grant funds in the amount of Two Hundred Fifty Thousand Dollars and Zero Cents ($250,000.00), from the New Jersey Department of Health and Human Services, for the period of July 1, 2021 through June 30, 2023. No municipal matching funds are required for the receipt or acceptance of the grant funds.
