Apply and Accept Resolution 7R5-c adopted on April 5, 2023, accepted a grant award in the amount of $1,600,000.00, for the period of March 1, 2023 through February 28, 2025, from the State of New Jersey Department of Community Affairs’ Lead Remediation and Abatement 2023 Program.

Funds accepted by  Apply and Accept Resolution 7R5-b adopted January 8, 2025.

                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00), for Lead Remediation Program and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by the Notice of Award dated September 13, 2024, the New Jersey Department of Community Affairs (DCA), awarded the City of Newark funds in the amount of Four Hundred Thousand Dollars and Zero Cents ($400,000.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and

 

                     WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2025, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 11,262,228.46

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, no less than two-thirds of all members thereof affirmatively concurring, THAT:

 

1.                      A temporary emergency appropriation be and the same is hereby made for the following classification.

2.                     The temporary emergency appropriation shall be provided for in the 2025 budget.

 

3.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the Lead Remediation Program FY 2025, in the amount of $400,000.00. The New Jersey Department of Community Affairs (DCA) awarded the funds. The project period is March 1, 2023 through December 31, 2026.
