WHEREAS, the New Jersey Division of Highway Traffic Safety (DHTS) solicits applications for highway safety grant projects designed to combat the number and severity of traffic crashes by developing and supporting educational and enforcement programs; and

WHEREAS, the DHTS Grant program entitled "Click It or Ticket" which emphasizes the importance of seat belt usage in saving lives; and

WHEREAS, the City of Newark ("City") is committed to ensuring the safety of its citizens and spreading this life-saving message throughout our City; and

WHEREAS, on April 26, 2024, on behalf of the City, the Director of Public Safety caused to be submitted an application to the DHTS requesting grant funding in the amount of Ten Thousand Five Hundred Dollars and Zero Cents ($10,500.00) from the "Click It or Ticket" Campaign to be used to fund police overtime initiatives to enforce seat belt usage throughout the City with no City funds required; and

WHEREAS, as a result of this application, the City of Newark has been awarded a reimbursement grant in the amount of Ten Thousand Five Hundred Dollars and Zero Cents ($10,500.00) from the DHTS Pedestrian Safety Program for the period from May 20, 2024 and terminating on June 2, 2024; and

WHEREAS, other than the contract terms contained in the grant application and award letter (attached hereto) the City is not required to execute any further agreement(s) with the DHTS in order to obtain the grant award.



NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor of the City of Newark and/or his designee, the Director of the Department Public Safety are hereby authorized to submit or cause to be submitted an application to the New Jersey Division of Highway Traffic Safety (DHTS) requesting grant funding in the amount of Ten Thousand Five Hundred Dollars and Zero Cents ($10,500.00) from the "Click It or Ticket" Campaign to fund police overtime initiatives to address motor vehicle violations and encourage seat belt usage throughout the City. (A copy of the grant application is attached hereto.)

2. The Municipal Council hereby ratifies its authorization of this application and the contract terms contained therein and in the award letter from the date of application submission to the date of adoption of this authorizing resolution.

3. The reimbursement grant award in the amount of Ten Thousand Five Hundred Dollars and Zero Cents ($10,500.00) from the DHTS is hereby accepted.

4. No municipal funds are required for receipt or acceptance of this grant award.

5. A fully-executed copy of the grant application and the grant award letter are attached hereto.


STATEMENT

This Resolution ratifies and authorizes the actions taken by the Director of the Department of Public Safety to submit an application for grant funding to the New Jersey Division of Highway Traffic Safety (DHTS) in the amount of $10,500.00 from the "Click It or Ticket" Campaign for police overtime initiatives to address motor vehicle violations and enforce seat belt usage throughout the City, and furthermore, authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to accept grant funds. This apply and acceptance is ratified to the date of approval of this Resolution to May 20, 2024. No municipal funds are required.
