                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00), for the Bioterrorism Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by the Notice letter dated July 09, 2026, the New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS) awarded the City of Newark funding in the amount of Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00). The aforementioned funding will support the provision of response capabilities for terrorism, pandemics, and other public health emergencies within the City of Newark; and

 

                     WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 606,995,228.36

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Governing Body, by a two-thirds vote of its full membership, hereby amends its temporary budget by making the following temporary emergency appropriation:

 

2.                      A temporary emergency appropriation be and the same is hereby made for the following classification.

3.                     The temporary emergency appropriation shall be provided for in the 2026 budget.

 

4.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the Bioterrorism Program FY 2026, in the amount of Two Hundred Fifty-Five Thousand Six Hundred Eight Dollars and Zero Cents ($255,608.00). The New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS), awarded the funds. The project period is July 1, 2026, through June 30, 2027.
