Additional Information:

The Transportation Planning Program will provide grant funding in the amount of $110,367.00 with Federal Funding in the amount of $95,367.00; STP Supplemental Support Funding in the amount of $15,000.00; and a Local In-Kind Match of $23,841.75 to be provided by the City’s Department of Engineering, Division of Traffic and Signals.

WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102, provides grant funds for various transportation related projects from the FY 2024 Unified Planning Work Program for the Subregional Transportation Planning (STP) and Subregional Studies Program(s) to support transportation planning work that identifies and addresses regional-level transportation needs for local communities located within their planning area; and

 

WHEREAS, the NJTPA sent a letter to the City of Newark, Acting Director of the Department of Engineering (the “City”), dated April 18, 2023, informing the City that it was initiating the pre-award evaluation process for the FY 2024 UPWP subcontracts for the STP and if applicable, the Subregional Studies Program(s) and requested that the City submit a work program application and pre-award evaluation documents to the NJTPA; and

 

WHEREAS, the City of Newark has a need for said funding; and

 

WHEREAS, on behalf of the City, the Department of Engineering, Division of Traffic and Signals, submitted a work program application and pre-award evaluation documents to the NJTPA, requesting grant funding in the amount of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75), which includes Federal Funding of $95,367.00, Supplemental Support Funding of $15,000.00, and a Local In-Kind Match of $23,841.75, to be used for the FY 2024 Subregional Transportation Planning Program for the City of Newark; and

 

WHEREAS, as a result of the application, on June 30, 2023, the NJTPA issued a letter authorizing the City to incur costs for the FY 2024 Unified Planning Work Program for the NJTPA at the New Jersey Institute of Technology (NJIT), for an amount not to exceed One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75). This grant includes Federal Funding in the amount of Ninety-Five Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($95,367.00), Supplemental Support Funding in the amount of Fifteen Thousand Dollars and Zero Cents ($15,000.00), and Local In-Kind Match of Twenty-Three Thousand Eight Hundred Forty-One Dollars and Seventy-Five Cents ($23,841.75) for FY 2024, the period commencing July 1, 2023 and terminating June 30, 2024; and

 

WHEREAS, the City must execute subcontracts with NJTPA and NJIT in order to obtain the grant funding for the FY 2024 Unified Planning Work Program for the NJTPA at NJIT and Supplemental Support Funding in the amount of One Hundred Ten Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($110,367.00), which requires a Local In-Kind Match of Twenty-Three Thousand Eight Hundred Forty-One Dollars and Seventy-Five Cents ($23,841.75).

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to submit a work program application with a total Program Budget of One Hundred Thirty-Four Thousand Two Hundred Eight Dollars and Seventy-Five Cents ($134,208.75) which includes Federal Funding of Ninety-Five Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($95,367.00), Supplemental Support Funding in the amount of Fifteen Thousand Dollars and Zero Cents ($15,000.00), and a Local In-Kind Match of Twenty-Three Thousand Eight Hundred Forty-One Dollars and Seventy-Five Cents ($23,841.75) for FY 2024, the period commencing on July 1, 2023 and terminating June 30, 2024 (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of the work program application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of One Hundred Ten Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($110,367.00), Federal Funding of Ninety-Five Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($95,367.00) and Supplemental Support Funding of Fifteen Thousand Dollars and Zero Cents ($15,000.00)) from the North Jersey Transportation Planning Authority, Inc., is hereby accepted (a copy of the award letter dated June 30, 2023 is attached hereto and made a part hereof).

 

4.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to enter into and execute the subcontract grant agreement(s) with the NJTPA and NJIT to receive and expend the grant award in the amount of One Hundred Ten Thousand Three Hundred Sixty-Seven Dollars and Zero Cents ($110,367.00) for the FY 2024 Subregional Transportation Planning Program for the City of Newark, for the period commencing  July 1, 2023 and terminating  June 30, 2024.

 

5.                     The subcontract grant agreement between the City of Newark, NJTPA and NJIT, is hereby ratified from July 1, 2023 to the date of adoption of this authorizing resolution.

 

6.                     Upon receipt of the subcontract grant agreement(s), the Acting Director of the Department of Engineering shall submit a complete copy of the subcontract agreement(s) and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval, and signature.

 

7.                     Local In-Kind matching funds for this grant in the amount of Twenty-Three Thousand Eight Hundred Forty-One Dollars and Seventy-Five Cents ($23,841.75) shall be provided by the City’s Department of Engineering, Division of Traffic and Signals, as clearly detailed in a May 1, 2023 letter from the City’s Director of the Department of Finance (a copy of the letter is attached hereto and made a part hereof).

 

8.                     The Acting Director of the Department of Engineering and/or his designee, shall file a fully executed copy of the work application, the grant award letter, and the subcontract grant agreement(s) in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the action taken by the Acting Director of the Department of Engineering to submit a work program application for grant funding from the North Jersey Transportation Planning Authority, Inc. (NJTPA) and New Jersey Institute of Technology (NJIT), for the FY 2024 Subregional Transportation Planning Program for the City of Newark.  This resolution further ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering to enter into and execute a grant agreement to accept grant funds in the amount of $110,367.00 from NJTPA, Inc./NJIT for the period commencing July 1, 2023 and terminating on June 30, 2024. The City’s Local In-Kind Match in the amount of $23,841.75 shall be provided by the City’s Department of Engineering, Division of Traffic and Signals.
