WHEREAS, the New Jersey Department of Health, Division of Disaster Preparedness, Resiliency and Emergency Medical Services (DPREMS), provides funding to strengthen state, local, tribal, and territorial public health preparedness and response capability through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action through the Local Core Capacity of Public Health Emergency Preparedness LINCS Grant Program (“DPRE26LNC”); and
WHEREAS, the City of Newark (the “City”) desires to maintain and enhance the capabilities of its emergency-ready public health department by upgrading, integrating and evaluating Newark’s preparedness for and response to terrorism, pandemic, and other public health emergencies by obtaining funding from the DPRE26LNC; and
WHEREAS, on or about June 30, 2025, on behalf of the City, the Director of the Department of Health and Community Wellness submitted an application to DPREMS (“Application”), requesting grant funding in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), from the DPRE26LNC, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies; and
WHEREAS, as a result of this Application, the City was awarded a grant in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), from DPREMS, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies for the period commencing July 1, 2025, and terminating June 30, 2026; and
WHEREAS, the City’s Department of Health and Community Wellness, desires to accept the grant award in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), with no City funds required; and
WHEREAS, the City recognizes that the DPREMS, may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to submit an application to the New Jersey Department of Health, Division of Disaster Preparedness, Resiliency, and Emergency Medical Services, requesting grant funding in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), from the DPRE26LNC to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Newark Municipal Council (“Municipal Council”) ratifies its authorization of this Application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute any grant agreements, necessary to receive the funds, with DPREMS. This authorization is ratified back from the date any such Agreement was entered into to the date of adoption of this authorizing Resolution.
4. The grant award in the amount of Two Hundred Eleven Thousand, Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), from DPREMS, is hereby accepted (a copy of the Letter of Intent is attached hereto and made a part hereof).
5. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from DPRE26LNC in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars and Zero Cents ($211,821.00), to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies, for the period commencing on July 1, 2025 and terminating on June 30, 2026.
6. The Municipal Council hereby ratifies the acceptance of this grant from July 1, 2025 to the date of adoption of this authorizing Resolution.
7. No municipal funds are required for application, or acceptance of this grant award.
8. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, and the grant agreement in the Office of the City Clerk.

This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and or/his designee and the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of Two Hundred Eleven Thousand Eight Hundred Twenty-One Dollars ($211,821.00), from the New Jersey Department of Health, Division of Disaster Preparedness, Resiliency, and Emergency Medical Services, to upgrade the City’s local public health systems relative to preparedness and responses to terrorism and other public threats and emergencies, for the period commencing July 1, 2025 and terminating June 30, 2026. No municipal funds are required for application or acceptance of this grant award.
