An amending Apply/Accept Resolution 7R5-a adopted on October 2, 2024, to accept additional funds from HRSA in the amount of $35,659.00.
Amending Apply/Accept Resolution 7R5-a January 24, 2024, to accept additional funds from HRSA in the amount of $56,038.00. The additional grant funding from HRSA for the Health Center Program shall be $56,038.00 will bring to the total award of $4,110,810.00

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Fifty Six Thousand Thirty Eight Dollars and Zero Cents ($56,038.00), for HRSA Health Center Cluster Program and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated September 18, 2024, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark additional funds in the amount of Fifty Six Thousand Thirty Eight Dollars and Zero Cents ($56,038.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2025, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 11,318,266.46

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, no less than two-thirds of the members thereof affirmatively concurring, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
HRSA Health Center Cluster Program $56,038.00
2. The temporary emergency appropriation shall be provided for in the 2025 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

This Resolution establishes the temporary emergency appropriation for the HRSA Health Center Cluster Program FY 2025, in the amount of $56,038.00. The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) awarded the funds. The project period is January 1, 2024 through December 31, 2024.
