WHEREAS, the City of Newark's Department of Health and Community Wellness (hereinafter "DHCW") provides immunization services to increase immunization coverage levels for children and adults through the Immunization Action Plan/Project Vaccinate Program in the City of Newark (hereinafter "City"); and

WHEREAS, the State of New Jersey Department of Health (NJDOH)-Vaccine Preventable Disease Program (hereinafter "State Vaccine Program") has made funds available for the provision of such services; and

WHEREAS, on December 18, 2016, on behalf of the City, the Acting Director of DHCW submitted an application to the State Vaccine Program, P.O. Box 369, Trenton, New Jersey 08625, requesting grant funding in the amount of five hundred and twenty-four thousand eight hundred sixty-seven dollars and zero cents ($524,867.00), for the continued provision of the City's Immunization Project Vaccinate Program for immunization service delivery, vaccine storage and handling, community outreach and case management for children (a copy of the application is attached hereto and made a part hereof); and

WHEREAS, pursuant to Resolution 7R5-B (s), adopted on May 23, 2017, and attached, the Newark Municipal Council authorized the Mayor and/or his designee, the Acting Director of the DHCW, to submit the aforementioned application and accept as a result of same, a grant in the amount of five hundred and twenty-four thousand eight hundred sixty-seven dollars and zero cents ($524,867.00), from the State Vaccine Program, for the continued provision of the City's Immunization Project Vaccinate Program for immunization service delivery, vaccine storage and handling and community outreach for children and adults, for the period commencing on April 1, 2017, and terminating on June 30, 2018; and

WHEREAS, in or around 2016, the State of New Jersey cut the State Vaccine Program grant budget by $100,000.00. Hence, the State's provision of $100,000.00 this year puts the aforementioned $100,000.00 back into the grant budget; and

WHEREAS, as a result of the City's initial application as well as the aforementioned putting back of the $100,000.00 that was cut from last year's grant budget, the State Vaccine Program has awarded the City additional funds in the amount of one hundred thousand dollars and zero cents ($100,000.00), for the continued provision of the City's Immunization Project Vaccinate Program for immunization service delivery, vaccine storage and handling and community outreach for children and adults, for the period commencing on April 1, 2017 and terminating on June 30, 2018 (a copy of the grant award letter is attached hereto and made a part hereof); and

WHEREAS, the City's DHCW desires to accept funds in the amount of one hundred thousand dollars and zero cents ($100,000.00); and

WHEREAS, the City recognizes that the State Vaccine Program may extend the time of the Grant Award and/or provide additional funds, if made available; and

WHEREAS, the State Vaccine Program will amend the grant to reflect the grant time extension and/or increase or decrease of additional funds, if made available.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The additional grant award in the amount of One Hundred Thousand Dollars and Zero Cents ($100,000.00), from the State Vaccine Program is hereby accepted.

2. The Mayor and/or his designee, the Acting Director of the DHCW, are hereby authorized to receive and expend the additional grant award in the amount of One Hundred Thousand Dollars and Zero Cents ($100,000.00), for the continued provision of immunization service delivery, vaccine storage and handling, and community outreach for children, for the period commencing on April 1, 2017 and terminating on June 30, 2018.

3. The Municipal Council hereby ratifies the acceptance of this grant award from April 1, 2017, to the date of adoption of this authorizing resolution.

4. No municipal funds are required for receipt or acceptance of this grant award.

5. The Acting Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and grant award letter in the Office of the City Clerk.


STATEMENT

This resolution ratifies and authorizes the Mayor and or/his designee, the Acting Director of the Department of Health and Community Wellness, to accept from the State of New Jersey Department of Health - Vaccine Preventable Disease Program, P.O. Box 469, Trenton, New Jersey 08625, additional grant funds in the amount of One Hundred Thousand Dollars and Zero Cents ($100,000.00), for the grant period commencing on April 1, 2017, and terminating on June 30, 2018. No municipal funds are required for receipt or acceptance of this additional grant award.
