WHEREAS, the United States Department of Housing and Urban Development (HUD) has approved a total allocation of $16,472,151.00 to the City of Newark by an approval notice dated September 25, 2023, the Municipal Council authorized the Mayor and/or Business Administrator to file a new Consolidated Plan with HUD, which contained a request for Community Development Block Grant (CDBG) funds in the amount $6,851,649.00, HOME Investment Partnerships (HOME) funds in the amount $3,183,450.00, Housing Opportunities for Persons with AIDS (HOPWA) in the amount of $5,828,440.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant (ESG) funds in the amount of $608,612.00, in compliance with Federal statutes and regulations governing the four (4) aid grant programs; and
WHEREAS, the Municipal Council authorized the Mayor and/or the Business Administrator to enter into four (4) separate agreements with HUD to receive and expend FY 2023 CDBG funds in the amount of $6,851,649.00, HOME funds in the amount $3,183,450.00, HOPWA in the amount of $5,828,440.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and ESG funds in the amount of $608,612.00; and
WHEREAS, the City of Newark desires to establish the CDBG and appropriate the funds to the various sub-grantees.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
