WHEREAS, the City of Newark (“City”) strives to ensure every resident enjoys clean air and water, safe and healthy working and living environments, access to healthcare and healthy food, as well as essential daily services, and overall physical and mental well-being; and
WHEREAS, the City recognizes that the health of residents is shaped by the social and structural determinants of health, including housing, transportation, environmental conditions, economic opportunity, and land use policy and planning decisions; and
WHEREAS, the City seeks to better understand health needs and conditions in the community and integrate public health and health equity considerations into municipal planning and land use decision-making; and
WHEREAS, the American Planning Association (APA) New Jersey Chapter has received a grant from the Robert Wood Johnson Foundation for Plan4HealthNJ to develop a framework that integrates public health and health equity into the process of preparing and updating municipal land use plans; and
WHEREAS, to improve health outcomes, the City of Newark has received from APA New Jersey a one-year grant in the amount of Fifty Thousand Dollars and Zero Cents ($50,000.00) (to end on March 31, 2027) to support the City’s participation in the Plan4HealthNJ Program, and thereby to integrate public health and health equity into the City’s land use planning processes and documents; and
WHEREAS, participation in the Plan4HealthNJ Program will provide the City with funding, technical assistance, and access to planning tools and resources to support the development of Master Plan updates and/or a Public Health Element of the Master Plan.-
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Deputy Mayor/Director of the Department of Economic and Housing Development to accept grant funding from the American Planning Association (APA) of New Jersey Chapter in the amount of Fifty Thousand Dollars and Zero Cents ($50,000.00).
2. This Resolution further authorizes the Mayor of the City of Newark and/or his designee, the Deputy Mayor/Director of the Department of Economic and Housing Development to execute any grant agreement necessary to receive the funds and authorizes the expenditure of the funds pursuant to the terms and conditions of such agreement.
3. No municipal funds are required for receipt or acceptance of this grant award.
4. The Municipal Council ratifies its authorization of the application from the date of application submission to the date of adoption of this authorizing Resolution. The Municipal Council further ratifies its acceptance of this grant award from the date of the award letter to the date of the adoption of this authorizing Resolution.
5. The Municipal Council thanks the APA of New Jersey Chapter for this grant, that reflects critical needs in our city, and cities across the country.
6. The Municipal Council commends the City’s Department of Economic and Housing Development for its steadfast efforts and commitment to the public health and health equity in the City of Newark.
7. The Deputy Mayor/Director of the Department and Economic Housing Development shall file a fully executed copy of the grant agreement in the Office of the City Clerk.
