Additional Information: 

The funds will support two primary activities:

1.                     Childhood lead poison prevention services for children between six (6) months and six (6) years of age ($453,998.00); and

2.                     Zika virus prevention services for pregnant and parenting women infected with the Zika virus ($84,186.00).

WHEREAS, the City of Newark’s Department of Health and Community Wellness, provides childhood lead poisoning prevention services for children between the age of six (6) months and six (6) years under the Childhood Lead Poison Prevention Program (hereinafter “CLPPP”) as well as Zika virus prevention services to pregnant and parenting women infected with the Zika virus; and

 

WHEREAS, the New Jersey Department of Health and Senior Services, has made grant funds available for the provision of both the CLPPP services as well as Zika virus prevention services without specific mention of Zika prevention either in the application or in the award notice through the CLPPP; and

 

WHEREAS, the New Jersey Department of Health and Senior Services, has made grant funds available for the provision of such services through the CLPPP; and

 

WHEREAS, on May 30, 2017, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness, submitted an application to the New Jersey Department of Health and Senior Services, 50 State Street, Trenton, New Jersey 08525-0360, requesting grant funding in the amount of five hundred thirty-eight thousand, one hundred eighty-four  dollars and zero cents ($538,184,00), for the CLPPP, to provide lead-poison prevention services, community outreach and case management for children between the age of six (6) months and six (6) years and additionally provide Zika virus prevention services to pregnant and parenting women infected with the Zika virus; and 

 

 WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of five hundred thirty-eight thousand, one hundred eighty-four dollars and zero cents ($538,184.00) from the New Jersey Department of Health and Senior Services to provide lead-poison prevention service, community outreach and case management for children between the age of six (6) months and six (6) years and additionally to provide Zika virus prevention services to pregnant and parenting women infected with the Zika virus, for the period commencing on July 1, 2017, and terminating on June 30, 2018; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept funds in the amount of five hundred thirty-eight thousand, one hundred and eighty-four dollars and zero cents ($538,184.00); and

 

WHEREAS, the City of Newark recognizes that the New Jersey Department of Health and Senior Services, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, the New Jersey Department of Health and Senior Services, will amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health and Senior Services, 50 State Street, Trenton New Jersey 08525-0360, requesting grant funding in the amount of five hundred thirty-eight thousand, one hundred eighty-four dollars and zero cents ($538,184.00), for the provision of lead poison prevention service, community outreach and case management for children six (6) months to six (6) years of age, and additionally Zika prevention services to pregnant and parenting women infected with the Zika virus, with no City funds required (a copy of the application is attached hereto and made a part hereof).                                                                                                               

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of five hundred thirty-eight thousand, one hundred eighty-four dollars and zero cents ($538,184.00) from the New Jersey Department of Health and Senior Services is hereby accepted (a copy of the award is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Health and Senior Services, for the period commencing on July 1, 2017, and terminating on June 30, 2018 (a copy of the award letter is attached and made a part hereto).

 

5.                     The Municipal Council hereby ratifies the acceptance of this grant from July 1, 2017, to the date of adoption of this authorizing resolution.

 

6.                      No Municipal funds are required for receipt or acceptance of this grant   award.

 

7.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the New Jersey Department of Health and Senior Services, 50 State Street, Trenton, New Jersey 08525-0360, in the amount of Five Hundred Thirty-Eight Thousand, One Hundred Eighty-Four Dollars and Zero Cents ($538,184.00), in which Four Hundred Fifty-Three Thousand, Nine Hundred Ninety-Eight Dollars and Zero Cents ($453,998.00) will be allotted to the City of Newark’s Childhood Lead Prevention Program and Eighty-Four Thousand, One Hundred Eighty-Six Dollar and Zero Cents ($84,186.00), will be allotted to the City of Newark’s Zika prevention services. The grant will be expended during the period commencing on July 1, 2017, and terminating on June 30, 2018.  No municipal funds are required from the municipal budget.
