WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Sixty-Eight Thousand, Eight Hundred Fifty-One Dollars and Zero Cents ($168,851.00), to renewal grant #DHST24SST004-“Sexually Transmitted Disease Services” and no adequate provision has been made in the 2024 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Letter of Intent dated May 2, 2024, the State of New Jersey Department of Health, Division of HIV, STD and TB Services awarded the City of Newark funds in the amount of One Hundred Sixty-Eight Thousand, Eight Hundred Fifty-One Dollars and Zero Cents ($168,851.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2024, pursuant to N.J.S.A. 40A: 4-20, including this Resolution total………………$ 488,860,190.64.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation.
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

3. The temporary emergency appropriation shall be provided for in the 2024 Budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the Office of the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation to renew Grant #DHST24SST004 - “Sexually Transmitted Disease Services”, in the amount of $168,851.00. The State of New Jersey, Department of Health, Division of HIV, STD and TB Services awarded the funds. The project period is July 1, 2024 through June 30, 2025.
