This contract will provide for two (2) Psychiatric Nurse Practitioners, two (2) Recovery Community Coordinators, and one (1) Medical Director, who will work closely with outreach, housing, hospital, and law enforcement partners to provide homeless Newark residents managing substance use disorders with comprehensive evaluation, treatment, and medication management services and support with behavioral crisis and medical needs.

Whereas, the City’s Office of Homeless Services has a need to obtain the services of Psychiatric Nurse Practitioners, Recovery Community Coordinators, and Medical Director to provide services to homeless Newark residents managing substance use disorders; and
Whereas, the City’s Office of Homeless Services wishes to engage Rutgers, The State University of New Jersey/Rutgers New Jersey Medical School, Department of Psychiatry, 185 South Orange Avenue, Newark, New Jersey 07103 (“Rutgers Medical School”), to provide assistance per the attached scope of services; and
WHEREAS, the Mayor’s Office of Homeless Services desires to enter into and execute a Contract with Rutgers Medical School to provide field-based services to homeless Newark residents with substance use disorders, for an amount not to exceed Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00) for the period of January 1, 2026 through December 31, 2026; and
Whereas, N.J.S.A. 40A:11-5(2) permits the Municipal Council to negotiate and award a contract without public advertising for bids and bidding therefore when the contract is made or entered into with an agency of the State of New Jersey.
NOW, THEREFORE BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (“City”) and/or his designee, the Business Administrator, are authorized to engage, execute, and enter into a contract with Rutgers, The State University of New Jersey/Rutgers New Jersey Medical School, Department of Psychiatry, 185 South Orange Avenue, Newark, New Jersey 07103, for an amount not to exceed Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00), to obtain the services of two (2) Psychiatric Nurse Practitioners, two (2) Recovery Community Coordinators, and one (1) Medical Director who will work closely with outreach, housing, hospital, and law enforcement partners to provide homeless Newark residents managing substance use disorders with comprehensive evaluation, treatment, and medication management services and support with behavioral crisis and medical needs.
2. The term of said Contract shall be for one year, commencing on January 1, 2026 and ending on December 31, 2026.
3. This Contract is ratified back from January 1, 2026, through the date of adoption of this authorizing Resolution.
4. This Contract is awarded without competitive bidding as an exception to the Local Public Contracts Law, pursuant to N.J.S.A. 40A:11-5(2) as a contract entered into with an agency of the State of New Jersey.
5. Attached hereto is a Certification of Funds for a total amount of Five Hundred Thirty-Five Thousand Dollars and Zero Cents ($535,000.00) from the Director of the Department of Finance, which states there are available sufficient legally appropriated funds from: Account Code Line: Business Unit NW051- Dept. G24- Div. Proj M2420-Account# 7180- Bud. Ref. B2024.
6. The Office of Homeless Services shall file an original copy of the executed Contract and a copy of the certification of the availability of funds in the Office of the City Clerk.
