                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Seven Million Seven Hundred Fifty Thousand Dollars and Zero Cents ($7,750,000.00), for the Lead Hazard & Healthy Homes Reduction Program and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by the Notice of Award dated September 24, 2024, the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, awarded the City of Newark funds in the amount $7,750,000.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2025, pursuant to N.J.S.A. 40A:4-20 including this Resolution total………………$ 204,796,727.67

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:

 

2.                      A temporary emergency appropriation be and the same is hereby made for the following classification.

3.                     The temporary emergency appropriation shall be provided for in the 2025 budget.

 

4.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the Lead Hazard & Healthy Homes Reduction Program FY 2025, in the amount of $7,750,000.00. The United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes awarded the funds. The project period is December 15, 2024 through December 15, 2028.
