This Resolution will amend Apply and Accept Resolution 7R5-c adopted on November 25, 2025, to accept additional funds from Seton Hall University School of Nursing in the amount of $25,050.00. The new Total Grant Funds from Seton Hall University School of Nursing for the Health Center program shall be $332,005.00.

WHEREAS, pursuant to Resolution 7R5-c adopted on November 25, 2025, the City of Newark’s (“City”) Department of Health and Community Wellness (hereinafter, “DHCW”) accepted a Grant Award from Seton Hall University, 340 Kingsland Street Nutley NJ 07110 (“Seton Hall”) in the amount of Three Hundred and Six Thousand Nine Hundred Fifty-Five Dollars and Zero Cents ($306,955.00), for the expansion and strengthening of the nurse workforce for integrated health in vulnerable populations; and
WHEREAS, the City of Newark’s (hereinafter, “City”) Department of Health and Community Wellness (hereinafter, “DHCW”) provides medical care services pursuant to and consistent with the Health Center Program laws and regulations (including Section 330 of Public Health Services Act, 42 U.S.C. Section 254b and 42 C.F.R. § 51c.301, et seq.); and
WHEREAS, Seton Hall University (“Seton Hall”) has been awarded the multi-year grant #UK1HP46062 from the United States Health Resources and Services Administration, and the City is a subcontractor, for the expansion and strengthening of the nurse workforce for integrated health in vulnerable populations; and
WHEREAS, Seton Hall notified the City that the United States Health Resources and Services Administration approved release of carryover funds leading to an additional award in the amount of Twenty-Five Thousand, Fifty Dollars and Zero Cents ($25,050.00); and
WHEREAS, the Director of the DHCW desires to accept the additional grant funds; and
WHEREAS, Seton Hall University School of Nursing may amend the Grant to reflect the extension of the grant period and/or increase or decrease the amount of the award; and
WHEREAS, the City’s Department of Health and Community Wellness, shall upon any such extension of time of the grant and/or increase/decrease of additional funds, file an amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of this Grant Award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. This Resolution shall amend Resolution 7R5-c adopted on November 25, 2025 to accept and expend additional funds from Seton Hall University School of Nursing, 340 Kingsland Street, Nutley, New Jersey 07110, in the amount of Twenty-Five Thousand, Fifty Dollars and Zero Cents ($25,050.00) for the continued provision of medical care and supportive services to the City of Newark and surrounding areas, increasing the total Grant Award to Three Hundred Thirty-Two Thousand Five Dollars And Zero Cents ($332,005.00) (A copy of the Notice of Award and Sub-Award Amendment is attached hereto and made a part hereof).
2. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to file the electronic acceptance necessary to accept the Grant Award.
3. The Municipal Council hereby ratifies the acceptance of this grant award from the date that the electronic acceptance was filed to the date of adoption of this authorizing Resolution.
4. The terms of this Grant Award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.
5. No municipal funds are required for the receipt or acceptance of this Grant Award.
6. All other terms of Resolution 7R5-c adopted on November 25, 2025 shall remain the same.
7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the Grant Agreement, and Notice of Award with this Resolution in the Office of the City Clerk.
STATEMENT
This Resolution ratifies, authorizes, and amends the actions taken by the Director of the Department of Health and Community Wellness via Resolution 7R5-c adopted on November 25, 2025, which accepted a Grant Award from Seton Hall University College of Nursing, 340 Kingsland Street, Nutley, New Jersey 07110, in the amount of Three Hundred and Six Thousand Nine Hundred Fifty-Five Dollars and Zero Cents ($306,955.00), to accept and expend additional Grant Funds awarded by Seton Hall in the amount of Twenty-Five Thousand, Fifty Dollars and Zero Cents ($25,050.00), for the continued provision of medical care and supportive services to the City of Newark and surrounding areas. All other terms of the Grant Agreement shall remain the same. No municipal funds are required for the receipt or acceptance of this Grant Award.
