WHEREAS, on or about April 28, 2022, on behalf of the City of Newark (hereinafter the “City”), the Public Safety Director submitted an application to the United States Department of Justice - Bureau of Justice Assistance, requesting funding in the amount of $220,333.00 from the FY2021 Project Safe Neighborhood Grant Program, to fund police initiatives to address violent crime; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City is required to submit a resolution from the Newark Municipal Council authorizing submission of the grant application; and
WHEREAS, as a result of this application, the City has received notification of receipt of the grant award in connection with this application, in the amount of $220,333.00, for the period beginning October 1, 2021 and ending September 30, 2024, to fund police initiatives to address violent crime; and
WHEREAS, the Public Safety Director desires to accept and expend the grant award, in the amount of $220,333.00, for the period beginning October 1, 2021 and ending September 30, 2024, for the purpose of implementing strategies to prevent and control crime, through the purchase of Automatic License Plate Readers; and
WHEREAS, the Public Safety Director desires to execute the grant agreement (attached hereto) governing said award, in order to receive and expend the grant award on behalf of the Police Division; and
WHEREAS, the Public Safety Director shall submit a copy of the grant agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature; and
WHEREAS, the City desires to utilize the grant funds for police initiatives to address violent crime, through the purchase Automatic License Plate Readers, with no City funds required.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to accept the allocation from the United States Department of Justice requesting grant funding in the amount of $220,333.00 with an award start date of October 1, 2021 through September 30, 2024 to fund police initiatives to address violent crime, through the purchase of Automatic License Plate Readers.
2. The Mayor and/or his designee, the Public Safety Director, are hereby authorized to enter into and execute the grant documents with the United States Department of Justice to receive and expend the FY2021 Project Safe Neighborhood Grant Program award for the purpose of implementing strategies to prevent and control crime.
3. The Public Safety Director shall submit a complete copy of the grant agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.
4. No municipal funds are required for receipt or acceptance of this grant award.
5. The Municipal Council hereby ratifies the application and acceptance of the grant funds from October 1, 2021 to the date of adoption of this authorizing Resolution.
6. The Public Safety Director shall file a fully-executed copy of the FY2021 Project Safe Neighborhood Grant Program application, the grant award letter, and the grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Public Safety Director, to submit an application for, accept, and enter into an agreement for the FY2021 Project Safe Neighborhood Grant Program for funding in the amount of $220,333.00 from the United States Department of Justice with the award start date beginning October 1, 2021 and ending September 30, 2024, for the purpose of implementing strategies to prevent and control crime, through the purchase of Automatic License Plate Readers. No municipal funds are required for receipt of acceptance of this grant award.
