WHEREAS, the City of Newark (the “City”) and New Jersey Institute of Technology (“NJIT”) seek to formally enable cooperation and collaboration through a Memorandum of Agreement (“MOA”) to identify, engage and provide opportunities for NJIT students and faculty to collaborate and leverage available resources to explore research and develop projects that seek to improve infrastructure, enhance business and development opportunities and support technology and innovation in the City; and
WHEREAS, the City and NJIT believe it is in their best interest to work collaboratively seeking funding in the form of grants, technical assistance and equipment to strengthen and build capacity within the City to enhance and deliver services to our local community; and
WHEREAS, on behalf of the Mayor and President of NJIT, the Department of Water and Sewer Utilities and the Department of Engineering have worked closely with the NJIT Center for Natural Resources to establish and define a collaborative relationship through mutual interest in the areas of science, technology, engineering and mathematics; and
WHEREAS, the Mayor and/or his designee, the Business Administrator, shall work with representatives from NJIT, as designated by the President of NJIT, to determine the research topics for all projects and eligible program activities. The expected research, education and eligible program activities shall include but are not limited to the following:
• Infrastructure support and evaluation
• Smart communication and transportation infrastructure
• Emergency response infrastructure
• Water and energy management infrastructure
• Healthcare management infrastructure
• Smart building design and development
• Infrastructure inspection and safety
• Technology, environmental, sustainability and infrastructure recommendations
• Asset management/infrastructure database
• Laboratory testing and analysis
• Resources planning and projections
• Risk analysis
• Public outreach
• Student co-op and internships
• Development of a cadre of researchers in areas of interest to the Parties
• Job fairs for the benefit of the City
• Continuing professional education
WHEREAS, this is an unfunded MOA. Any financial arrangements shall be negotiated separately and will depend on the availability of funds, and subject to Municipal Council approval.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Business Administrator, are hereby authorized on behalf of the City of Newark to execute this Memorandum of Agreement (“MOA”) with New Jersey Institute, of Technology (“NJIT”) University Heights, Newark, New Jersey 07102 to formally strengthen and build capacity within the City to enhance and deliver services to our local community.
2. The Mayor and/or his designee, the Business Administrator, shall work with representatives from NJIT, as designated by the President of NJIT, to determine the research topics for all projects and eligible program activities.
3. This is an unfunded MOA. Any financial arrangements shall be negotiated separately and will depend on the availability of funds, and shall be subject to Municipal Council approval.
4. A fully executed copy of the MOA shall be filed in the Office of the City Clerk by the Business Administrator.
5. This Agreement shall commence upon adoption by the Municipal Council (the “Effective Date”) and shall terminate five (5) years thereafter. This MOA may be extended for a term agreed upon by the parties and confirmed in written amendment signed by each parties authorized signatory, and subject to Municipal Council approval.
STATEMENT
This resolution authorizes Mayor and/or his designee, the Business Administrator, to execute this Memorandum of Agreement with New Jersey Institute of Technology to formally strengthen and build capacity within the City to enhance and deliver services to our local community.
