The Children’s Halloween Parade and Car Show will begin at Verona Avenue and end at Delavan Avenue with festivities between Heller Parkway and Elwood Avenue (North Ward), from 8:00 A.M. until 4:00 P.M.
The City of Newark’s Special Event Permit Application Fee ($550.00) for street festival and street closure will be waived.

WHEREAS, the Municipal Council adopted Resolution 7R8-c on September 20, 2023, to waive the special event application fee of ($50.00) for the Annual Children’s Halloween Parade Caravan and Candy Giveaway to be held on Tuesday, October 31, 2023, from Elwood Avenue to Verona Avenue between Woodside Avenue and Mt. Prospect Avenue (North Ward), from 3:00 P.M. until 7:00 P.M.; and
WHEREAS, the Municipal Council wishes to amend details of the event - the name, the event date/time, and parade/car show route; and
WHEREAS, the Municipal Council is supportive of community events that provide wholesome family entertainment and education that allows residents the opportunity to gather and renew old acquaintances an establish new ones; and
WHEREAS, the Children’s Halloween Parade and Car Show provides the City of Newark the perfect opportunity to collaborate with various support groups and organizations, families and friends that reside in the community by sharing a children’s parade and car show for Halloween; and
WHEREAS, the Municipal Council has indicated its support of the Children’s Halloween Parade and Car Show will be begin at Verona Avenue and end at Delavan Avenue with festivities between Heller Parkway and Elwood Avenue (North Ward), on Saturday, October 28, 2023, from 8:00 A.M. until 4:00 P.M. (Rain Date: Tuesday, October 31, 2023, from the hours of 2:00 P.M. until 6:00 P.M.).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council does hereby indicate its support of the Children’s Halloween Parade and Car Show, which will be begin at Verona Avenue and end at Delavan Avenue with festivities between Heller Parkway and Elwood Avenue (North Ward), on Saturday, October 28, 2023, from 8:00 A.M. until 4:00 P.M. (Rain Date: Tuesday, October 31, 2023, from 2:00 P.M. until 6:00 P.M.).
2. The Municipal Council is co-sponsoring this special event and waives the City of Newark’s Special Event Permit Application Fee ($550.00), however, it does not waive insurance coverage requirements due to be provided by event organizers or costs above service charges described in R.O. 5:10-1 et seq.
STATEMENT
This Resolution supports and declares co-sponsorship by the Municipal Council of the Children’s Halloween Parade and Car Show, waiving the City of Newark’s Special Event Permit Application Fee of ($550.00), which will be begin at Verona Avenue and end at Delavan Avenue with festivities between Heller Parkway and Elwood Avenue (North Ward), on Saturday, October 28, 2023, from 8:00 A.M. until 4:00P.M. (Rain Date: Tuesday, October 31, 2023, from 2:00 P.M. until 6:00 P.M.).
