WHEREAS, the City of Newark’s (“City”) Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254(b)), Program Regulation (43 CFR part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), and the Affordable Health Care Act; and
WHEREAS, on or about January 16, 2023, on behalf of the City, the Director of the Department of Health and Community Wellness electronically filed an application to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), requesting grant funding for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, as a result of the application, HRSA awarded the City a grant in the amount of One Hundred Twenty One Thousand Three Hundred Fifteen Dollars and Zero Cents ($121,315.00), which the Municipal Council adopted by Resolution 7R5-a on March 15, 2023; and
WHEREAS, aforementioned Resolution 7R5-a adopted incorrectly referenced the granting entity as the New Jersey Department of Health and Human Services; and
WHEREAS, on or about May 18, 2023, HRSA extended the grant time period through December 31, 2023 and made additional grant funds available; and
WHEREAS, the City was notified of additional funds in the amount of Twenty Seven Thousand Five Hundred Dollars and Zero Cents ($27,500.00) for the period of December 1, 2022 through December 31, 2023 (a copy of the Supplemental Notice of Award is attached hereto and made a part hereof); and
WHEREAS, the City recognizes that HRSA, may extend the time of the grant award and/or provide additional funds, if made available; and
WHEREAS, the City’s Department of Health and Community Wellness, shall upon any such extension of time of the grant and/or increase/decrease of additional funds, file an amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (“City”) and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to extend the grant period from December 1, 2022 through December 31, 2023, and accept additional funds in the amount of Twenty Seven Thousand Five Hundred Dollars and Zero Cents ($27,500.00), for the continued provision of health care services, including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations.
2. The Municipal Council hereby ratifies its authorization of this application from the date of submission to the date of adoption of this authorizing resolution.
3. This Resolution shall amend Resolution 7R5-a adopted by the Municipal Council on March 15, 2023, correcting the granting entity name from the New Jersey Department of Health and Human Services to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA).
4. The awarded additional funds in the amount of Twenty Seven Thousand Five Hundred Dollars and Zero Cents ($27,500.00), from HRSA, is hereby accepted.
5. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award for the period commencing on December 1, 2022 and terminating on December 31, 2023.
6. The City’s Department of Health and Community Wellness, shall upon any extension of time of the grant, and/or increase/decrease of additional funds, file an amending resolution reflecting the final time and award amount of the grant.
7. The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing resolution.
8. No Municipal matching funds are required for the receipt or acceptance of this grant award.
9. All other terms and conditions of Resolution 7R5-a adopted by the Municipal Counsel on March 15, 2023 and the pervious grant award remain the same.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to amend and extend the grant period to accept additional grant funds in the amount of $27,500.00, from the United States Department of Health and Human Services, Health Resources and Services Administration, for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, for the period of December 1, 2022 through December 31, 2023. Additionally, this Resolution shall amend Resolution 7R5-a adopted by the Municipal Council on March 15, 2023, revising the granting entity from the New Jersey Department of Health and Human Services to the United States Department of Health and Human Services, Health Resources and Services Administration. No Municipal matching funds are required for the receipt or acceptance of the grant funds.
