WHEREAS, on May 19, 2025, the City of Newark (the “City”), pursuant to N.J.S.A. 40A:11-1, et seq., publicly advertised and solicited bids for the Renovation of the New Drop-In Center located at 1136 Raymond Boulevard, Newark, New Jersey 07102 (Block 144.01, Lot;46.03) (“Project”), which contract has been designated as, Contract #2025-03; and
WHEREAS, on June 13, 2025, the City issued an Addendum #1 to clarify some questions and to extend the date set for receiving bids to June 26, 2025 at 10:00 a.m.; and
WHEREAS, on June 26, 2025 five (5) bids for Contract #2025-03 were received, publicly opened, and read aloud; and
WHEREAS, The G Meyer Group, Inc., located at 1009 New Brunswick Avenue, Manasquan, New Jersey 08736 (“Contractor”), was the lowest responsible bidder for the Project, having submitted a bid in the total amount of Four Million Three Hundred Forty-Nine Thousand Dollars and Zero Cents ($4,349,000.00); and
WHEREAS, the Contractor possesses the required qualifications to complete the Project in a timely fashion; and
WHEREAS, the Acting Director of the Department of Engineering has determined that it is in the best interest of the City of Newark to accept the Contract’s bid proposal.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Engineering, are hereby authorized to award Contract #2025-03 Renovation of the New Drop-in Center located at 1136 Raymond Boulevard, Newark New Jersey 07102 to The G Meyer Group, Inc., 1009 New Brunswick Avenue, Manasquan, New Jersey 08736, for the total contract amount not to exceed Four Million Three Hundred Fourth-Nine Thousand Dollars and Zero Cents ($4,349,000.00) and for a contract term which shall terminate three hundred sixty-five (365) consecutive calendar days from the date of the issuance of a written Notice to Proceed.
2. Attached hereto is a Partial Certification of Funds issued by the Chief Financial Officer of the City of Newark confirming that sufficient, legally appropriated funds are available in the 2025 Temporary Budget for this contract in the amount of $3,324,710.00 in the following account: NW051-G24-M24E0-72040 B2024. A written Certification of Funds shall be prepared for the remaining balance and issued immediately after the final 2025 Budget is adopted. A copy of the said Certification shall be filed with this Resolution in the Office of the City Clerk.
3. No changes to this contract shall be allowed or authorized without prior Municipal Council approval.
4. A fully executed copy of the contract shall be filed in the Office of the City Clerk by the Director of the Department of Engineering and/or her designee.
5. The public bidding process under the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., complies with the Fair and Open Process of the State of New Jersey Local Unit Pay-to-Play Law, N.J.S.A. 19:44A-20.5 et seq.
6. No advance payments shall be made against this contract in accordance with N.J.S.A. 40A:5-16.
7. If required by State Law, the City Clerk shall provide the appropriate Notice of Award to the State Comptroller within twenty (20) business days of the award, in accordance with N.J.S.A. 52:15C-10.
STATEMENT
This Resolution authorizes the Mayor and/or the Acting Director of the Department of Engineering to award Contract #2025-03 to the G Meyer Group for the renovation of the New Drop-in Center at City Hall, located 1136 Raymond Boulevard, Newark, New Jersey 07102, in the amount of $4,349,000.00. The contract is to be completed within 180 consecutive calendar days from the issuance of a Notice to Proceed issued by the Acting Director of the Department of Engineering and/or her designee.
