Whereas, the U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), implemented the FY 2022 Staffing for Adequate Fire and Emergency Response (SAFER) grant program in order to improve and restore local fire departments’ staffing and deployment capabilities so that they may more effectively respond to emergencies; and

 

WHEREAS, the Department of Public Safety, Division of Fire, in furtherance of its efforts to protect the health and safety of the public against fire and fire-related hazards, desires to make use of SAFER grant funds to restore and maintain the number of trained, front-line firefighters so that the Department of Public Safety, Division of Fire may more effectively respond to emergencies; and

 

WHEREAS, on or about March 16, 2023, the Director of the Department of Public Safety, Division of Fire caused an application to be submitted to FEMA requesting funding in the amount of Five Million Three Hundred Forty-Six Thousand Six Hundred Thirty-Nine Dollars and Sixty Cents ($5,346,639.60) from the FY 2022 SAFER grant program to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety, Division of Fire (a copy of said application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of this application, on or about August 30, 2023, the City of Newark was awarded a grant in the amount of $5,346,639.60 from FEMA’s FY 2022 SAFER grant program, for the grant period commencing on February 26, 2024, and terminating on February 25, 2027 (a copy of the award letter is attached hereto as part of the Award Package, and same is made a part hereof); and

 

WHEREAS, on or about August 30, 2023, the Director of the Department of Public Safety Division of Fire caused to be submitted with FEMA those submissions necessary to accept and receive the grant award; and

 

WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

                     1.                     The Mayor and/or his designee, the Director of the Department of Public Safety Division of Fire, are hereby authorized to submit an application to the U.S. Department of Homeland Security, Federal Emergency Management Agency (“FEMA”), requesting Five Million Three Hundred Forty-Six Thousand Six Hundred Thirty-Nine Dollars and Sixty Cents ($5,346,639.60) from the FY 2022 Staffing for Adequate Fire and Emergency Response (“SAFER”) grant program to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety Division of Fire.

 

                     2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

                     3.                     The grant award in the amount of $5,346,639.60 from FEMA’s FY 2022 SAFER grant program is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

                     4.                      The Mayor and/or his designee, the Director of the Department of Public Safety Division of Fire, are hereby authorized to enter into and execute an agreement or any other documents with FEMA to receive and expend the grant award in the amount $5,346,639.60 to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety Division of Fire, for the grant period commencing on February 26, 2024 and terminating on February 25, 2027 (copies of the Agreement Articles and the FEMA Obligating Document are attached hereto as part of the Award Package, and same are made a part hereof).

 

                     5.                     The agreement between the City of Newark and the U.S. Department of Homeland Security, Federal Emergency Management Agency, is hereby ratified from August 30, 2023, to the date of adoption of this authorizing resolution.

 

                     6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

                     7.                     The Director of the Department of Public Safety Division of Fire shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement documents in the Office of the City Clerk.

 

STATEMENT

 

                     This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Public Safety Division of Fire, to submit an application for grant funding in the amount of Five Million Three Hundred Forty-Six Thousand Six Hundred Thirty-Nine Dollars and Sixty Cents ($5,346,639.60), for the period of February 26, 2024 through February 25, 2027, from the U.S. Department of Homeland Security, Federal Emergency Management Agency (“FEMA”) for the restoration and maintenance of the number of trained, front-line firefighters in the Department of Public Safety Division of Fire, and furthermore ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Public Safety Division of Fire, to enter into and execute any agreement or documents necessary to accept to obtain the grant award. Mo municipal Funds are reuired.
