WHEREAS, without any application required by the City of Newark, the State of New Jersey, Department of Labor and Workforce Development, granted the City of Newark the following WorkFirst New Jersey funds through the Workforce Investment Board for State Fiscal Year 2016 (July 1, 2016 through June 30, 2017); and

WHEREAS, this annual grant allocation from the State of New Jersey Department of Labor and Workforce Development must be used in accordance with the Newark Workforce Investment Board (NWIB) strategic direction and must be incorporated into the Newark Workforce Development Area Contract; and
WHEREAS, these funds must be fully obligated by June 30, 2017 and fully expended by December 31, 2017; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of the grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
The Mayor and/or his designees, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to accept the following WorkFirst New Jersey grant allocation from the State of New Jersey Department of Labor and Workforce Development for State Fiscal Year 2017 (July 1, 2016 through June 30, 2017) and to incorporate said funds into the Newark Workforce Development Area Contract (copies of the Grant Award Letter and Notice of Obligation are attached hereto and made a part hereof):

The Mayor and/or his designees, the Deputy Mayor for Workforce Development and Director of NewarkWORKS, are hereby authorized to enter into and execute grant documents with the State of New Jersey Department of Labor and Workforce Development, as may be necessary to receive and expend the grant awards described above.
1. The grant funds described above must be expended in accordance with an expenditure plan approved by the NWIB, and must be in accordance with the strategic workforce priorities set by the NWIB.
2. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2016 to the date of adoption of this authorizing resolution.
3. No municipal funds, or commitment of municipal resources or staff, are required for the acceptance of the grant funds described above.
4. The Director of NewarkWORKS shall file copies of the Grant Award Letter, the Notice of Obligation and the fully executed Program Year 2016 Newark Workforce Development Area Contract with the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the activities taken by the Mayor and/or his designee(s), the Deputy Mayor for Workforce Development and Director of NewarkWORKS to accept and expend Work First New Jersey funds allocated to the Newark Workforce Investment Board in the amounts of $756,755.00 for Temporary Assistance for Needy Families (TANF) $585,653.00 for General Assistance/Supplemental Nutrition Assistance Program (SNAP) for a combined total of $1,342,408.00 from the State of New Jersey Department of Labor and Workforce Development, and further ratifies and authorizes the actions taken to enter into and execute a Program Year 2016 Newark Workforce Development as may be necessary to accept said grant funds. These funds are allocated for the period of July 1, 2016 through June 30, 2017 and must be fully executed no later than December 31, 2017. No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of the grant funds.
