WHEREAS, on or about July 24, 2020, on behalf of the City of Newark (the “City”), the Newark Police Foundation, Inc., submitted an application to Justice Innovation, Inc. d/b/a as the Center for Justice Innovation (“CJI”), an independent 501(c)(3) organization (formerly the Fiscal Agent for the Fund for the City of New York), requesting funding for police initiatives to address violent crime; and

 

WHEREAS, as a result of the grant application, in May 2022, with CJI funding received from the FY2019 Project Safe Neighborhood Grant Program administered by the Department of Justice, Bureau of Justice Administration, CJI entered into a Sub-recipient Agreement with the City, by and through the Newark Police Division (“NPD”); and

 

WHEREAS, said Sub-recipient Agreement awarded the City funds in the amount of One Hundred Seventy Thousand Dollars and Zero Cents ($170,000.00) for the period beginning November 2, 2021 and ending September 30, 2024; and

 

WHEREAS, the Director of the Department of Public Safety desires to accept and expend the sub-recipient award in accordance with the terms of the grant agreement.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Newark Police Foundation, Inc., is hereby authorized to submit on behalf of the City of Newark an application to Justice Innovation, Inc, d/b/a the Center for Justice Innovation and former fiscal agent of the Fund for the City of New York, (CJI) requesting funding for police initiatives addressing violent crimes.

 

2.                     The May 2022 Sub-recipient Agreement between CJI and the Newark Police Division is hereby authorized.

 

3.                     The Mayor of the city of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to accept the sub-award from CJI in the amount of One Hundred Seventy Thousand Dollars and Zero Cents ($170,000.00) for the purchase of surveillance cameras and camera casings.

 

4.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and execute any agreement(s) or any other documents with CJI and/or the United States Department of Justice which are necessary to receive and expend the FY2019 Project Safe Neighborhood Grant Program sub-recipient award.

 

5.                     The Director of the Department of Public Safety shall submit a complete copy of any grant agreement(s) or documents referred to in Paragraph 4 of this Resolution to both the Corporation Counsel and the Business Administrator for review and approval.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Municipal Council hereby ratifies the application, the Sub-recipient Agreement, and the acceptance of the grant funds from the date of application submission to the date of adoption of this authorizing Resolution.

 

8.                     The Director of the Department of Public Safety shall file a fully-executed copy of the grant application documents, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to submit an application, accept, and enter into a grant agreement for the FY2019 Project Safe Neighborhood Grant Program for funding in the amount of $170,000.00 from the United States Department of Justice with an award beginning November 2, 2021 through September 30, 2024, for the purpose of implementing strategies to prevent and control crime, through the purchase of surveillance cameras and camera casings.  No municipal funds are required for receipt of acceptance of this grant award.
