WHEREAS, United Community Corporation desires to apply for and obtain funding from the New Jersey Department of Community Affairs, New Jersey Affordable Housing Trust Fund Program in the amount of $3,986,134.00, for the purpose of developing 11 affordable owner-occupied, multi-family homes (with 11 affordable owner-occupied units and 12 affordable rental units) for moderate and low-income residents of Newark as part of the United Community Village project. Construction of this affordable housing project will take place on South 10th Street and Blum Street in the Central Ward of the City of Newark; and
WHEREAS, the Municipality has determined that the housing project referenced above, will meet all or part of the Municipality's low and moderate housing obligation in its Housing Element and Fair Share Plan and that the City of Newark does hereby support this application for such funds to the New Jersey Department of Community Affairs, New Jersey Affordable Housing Trust Fund Program and acknowledge that the Project is located in an eligible municipality in accordance with N.J.A.C. 5:43-1.3(a). The municipality also asks that United Community Corporation, as permitted under N.J.A.C. 5:43-1.3 (a), to contract only for this project, directly with the Department of Community Affairs.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council finds and determines that the project known as United Community Village, proposed by United Community Corporation, 332 S 8th Street, Newark, New Jersey 07103, seeking to demolish all existing structures located at 38, 42, and 44 Blum Street, Newark, New Jersey, 491, 493, 497, 503, 505-507, 511, 513-515 South 10th Street, Newark, New Jersey and identified on the Tax Maps as Block 306, Lots 16, 18, and 19; Block 308, Lots 3, 4, 6, 9, 10, 13, and 14 in the Central Ward of Newark, that were previously purchased from the City of Newark, and develop 11 affordable owner-occupied, multi-family homes (with 11 affordable owner-occupied units and 12 affordable rental units) for moderate and low-income residents of Newark (the “Project) will meet all or part of the City of Newark's low and moderate income housing obligations in its Housing Element and Fair Share Plan.
2. The Municipal Council does hereby adopt the within Resolution and makes the determination to support United Community Corporation’s application for financing for the Project from the New Jersey Department of Community Affairs' Affordable Housing Trust Fund program and acknowledges that the Project is located in an eligible municipality in accordance with N.J.A.C. 5:43-1.3(a).
