WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $ 6,527,010.00 for the Workforce Investment Opportunity Act (WIOA) Adult, Youth and Dislocated Worker Program and no provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letters, dated June 16, 2026 from the New Jersey Department of Labor and Workforce Development, the City of Newark has been awarded $ 6,527,010.00 to provide assistance in job placement and to train Adults, Dislocated Workers and Youth Clients through the Workforce Investment Fund (Citywide); and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026 pursuant to N.J.S.A. 40A:4-20 including this resolution total…………………$ 398,348,624.31.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation.
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

WIOA Youth $ 2,728,630.00
WIOA Adult $ 2,629,716.00
WIOA Dislocated Worker $ 1,168,664.00
Total $ 6,527,010.00
3. Said emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Legislation establishes the Appropriation and Revenue in the 2026 City of Newark’s Budget for the Workforce Investment Opportunity Act (WIOA) Adult, Youth and Dislocated Worker's Program in the amount of $ 6,527,010.00. The New Jersey Department of Labor and Workforce Development are awarding the funds. The project period is July 1, 2026 through June 30, 2027 (Citywide).
