                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,773,497.00 for the Homeless HRSA Program Grant, and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

 

                     WHEREAS, by Resolution 7R5-a adopted on January 5, 2022, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark the Homeless HRSA Program Grant in the amount of $3,773,497.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark and surrounding areas; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2022 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total .....................$ 154,576,688.88.                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following emergency appropriation.

 

2.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

3.                     Said temporary emergency appropriation shall be provided for in the 2022 budget.

 

4.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

 

STATEMENT

 

This Resolution authorizes and establishes the temporary emergency appropriation for the Homeless HRSA Program in the amount of $3,773,497.00. The U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) has awarded the City of Newark the Homeless HRSA Program. The project period is January 1, 2022 through December 31, 2022.
