WHEREAS, the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, reimburses the City of Newark for meals served to children who live in areas in which at least 50% of the children qualify for free or reduced-price meals under the National School Lunch Program; and
WHEREAS, the City of Newark provides meals to Newark children through its Summer Nutrition Program (hereinafter referred to as “SuNuP”), and is in need of additional funding to sustain the program and continue the provision of meals for the summer of 2016; and
WHEREAS, on May 24, 2016, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, requesting grant funding in the amount of one million, three hundred ninety-one thousand, one hundred fifty-six dollars and fifty-two cents ($1,391,156.52) from the 2016 Summer Food Service Program, for the provision of meal services to children of the City of Newark through SuNuP (a copy of the grant application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application the City of Newark has been awarded grant funds in the amount of One Million, Three Hundred Ninety-One Thousand, One Hundred Fifty-Six Dollars and Fifty-Two Cents ($1,391,156.52), from the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, for SuNuP to provide meal services for the children of the City of Newark for the period commencing on February 16, 2016 and terminating on September 30, 2016; and
WHEREAS, the City of Newark recognizes that the State of New Jersey Department of Agriculture may extend the time of the Grant Award and/or provide additional funds, if made available; and
WHEREAS, in such instances, the State of New Jersey Department of Agriculture will amend the Grant to reflect the Grant time extension and/or increase or decrease funds, if made available; and
WHEREAS, the City must execute a grant agreement with the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, in order to obtain the grant award; and
WHEREAS, no municipal funds are required for receipt or acceptance of this grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, requesting grant funding in the amount of One Million, Three Hundred Ninety-One Thousand, One Hundred Fifty-Six Dollars and Fifty-Two Cents ($1,391,156.52), from the 2016 Summer Food Service Program to provide meal services to children of the City of Newark.
2. The Municipal Council of the City of Newark hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of One Million, Three Hundred Ninety-One Thousand, One Hundred Fifty-Six Dollars and Fifty-Two Cents ($1,391,156.52), from the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, is hereby accepted.
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, to receive and expend the grant award in the amount of One Million, Three Hundred Ninety-One Thousand, One Hundred Fifty-Six Dollars and Fifty-Two Cents ($1,391,156.52) for the provision of meal services to children of the City of Newark through the City’s Summer Nutrition Program, for the period commencing on February 16, 2016 and terminating on September 30, 2016.
5. The agreement between the City of Newark and the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, is hereby ratified from February 16, 2016 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to amend the grant agreement to extend the grant period and/or increase or decrease funding, if made available, and any such amendment to the grant agreement shall be effectuated by submission of a resolution authorizing a budget amendment and said resolution shall have attached the official amending grant award letter, amendments, and any associated documentation thereto.
8. The Director of Department of Health and Community Wellness shall file fully executed copies of the grant agreement and documents in the Office of City Clerk.
STATEMENT
This resolution: [i] ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness to submit an application for grant funding to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, to provide meal services to children of the City of Newark through the City’s Summer Nutrition Program, for the period commencing on February 16, 2016 and terminating on September 30, 2016; [ii] accepts a grant award from the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, in the amount of One Million, Three Hundred Ninety-One Thousand, One Hundred Fifty-Six Dollars and Fifty-Two Cents ($1,391,156.52); and [iii] authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to enter into and execute grant documents with the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, as may be necessary to receive and expend said grant funds. No municipal funds are required for receipt or acceptance of this grant award.
