WHEREAS, the Department of Administration, Office of Violence Prevention (OVP), provides support and empowers individuals and families who have been impacted by a crime to help them restore their dignity and safety. OVP works with the inherent resiliency and self-determination of clients to encourage them to lead their path to restoring their personal power under the New Jersey Victims of Crime Act (VOCA); and

WHEREAS, the State of New Jersey Office of the Attorney General Department of Law and Public Safety has made grant funds available for the provision of such services through the South Ward NJ Victim Assistance Grant - VAG-06-21; and

WHEREAS, on or about September 29, 2023, on behalf of the City of Newark (the “City”), the Director of OVP submitted an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, PO Box 081, Trenton, NJ 08525-0081, requesting grant funding in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the South Ward NJ Victim Assistance Grant - VAG-06-21 to provide support and work with victims of crime; and

WHEREAS, as a result of this application, the City of Newark has been awarded a South Ward NJ Victim Assistance Grant - VAG-06-21 in the amount of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00) from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), to provide individualized advocacy, educational crime prevention workshops and support groups for victims of crime, for the period commencing on September 1, 2023 through August 31, 2024; and

 

WHEREAS, the City recognizes that the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), may extend the time of the Grant Award and/or provide additional funds if made available; and

WHEREAS, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), will amend the grant to reflect the extension of grant period and/or increase or decrease of additional funds if made available;

                     WHEREAS, the City wishes to agree to enter into any agreements or amendments thereto; and

 

                     WHEREAS, the Mayor and the Business Administrator wish to accept the grant awards and did execute and submit grant agreements governing said awards; and

 

WHEREAS, matching In-Kind funds in the amount of $2.00 shall be provided as agreed through City resources and/or staff; and

 

WHEREAS, the grant funds will only be used to maintain already existing services, and will not be used to create a new service or to expand an existing service.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1.                     The Mayor and/or his designee, the Business Administrator, or the Director of the Office of Violence Prevention are hereby authorized to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), PO Box 081, Trenton, NJ 08525-0081, requesting grant funding for the South Ward NJ Victim Assistance Grant - VAG-06-21, for a total of One Hundred Thirty-Seven Thousand Five Hundred Dollars and Zero Cents ($137,500.00), for the provision of victims of crime services, community outreach, and case management for victims and families who have been impacted by a crime.

2.                     The Municipal Council hereby ratifies its authorization of these applications from the date of application submission to the date of adoption of this authorizing resolution.

3.                     The South Ward NJ Victim Assistance Grant - VAG-06-21, in the amount of $137,500.00, from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA) is hereby accepted (a copy of the award is attached hereto and made a part hereof).

4.                     The Mayor and/or his designee, the Business Administrator, or the Director of the Office of Violence Prevention are hereby authorized to enter into and execute grant documents with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), to receive and expend the grant funds for the period commencing on September 1, 2023 and terminating on August 31, 2024 (a copy of the Agreements are attached and made a part hereto).

 

5.                     The Municipal Council hereby ratifies its authorization of the execution of the grant documents and agreements from the date of their execution to the date of adoption of this authorizing resolution.

 

6.                     Matching In-Kind funds in the amount of $2.00 shall be provided as agreed through City resources and/or staff.

 

7.                     The grant funds shall only be used to maintain already existing services, and shall not be used to create any new service or to expand an existing service.

 

8.                     The Business Administrator and/or the Director of OVP shall file fully-executed copies of the six NJ Victim Assistance Grants, and any associated grant documents or agreements, in the Office of the City Clerk.

STATEMENT

 

This Resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator, or the Director of the Office of Violence Prevention to submit a South Ward NJ Victim Assistance Grant - VAG-06-21 (September 1, 2023 through August 31, 2024), with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), and further ratifies and authorizes the execution of the grant agreements necessary to receive the grant funds in the amount of $137,500.00 and further authorizes the acceptance of the grant funds.
