This resolution amends the Original Resolution 7R2-f adopted on May 10, 2018 to extend the contract period from October 1, 2017 through September 30, 2019 until September 20, 2020.

WHEREAS, the City of Newark (the “City”) seeks to offer re-entry services to men of color ages 18-30 who are at the highest risk of re-offending; and

 

WHEREAS, the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, solicited proposals for the FY ‘16 Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community (the “Newark Reentry Initiative”), which encourages cities to create innovative reentry models which identifies and provides services to individuals returning to the community from incarceration who are at the highest risk of offending; and

 

WHEREAS, on June 8, 2016, on behalf of the City of Newark, under the Mayor’s Office with Rutgers University - Newark, School of Criminal Justice, as the City’s educational partner, submitted an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting funding in the amount of $1,000,000.00 for developing an innovative reentry model, which identifies and provides services to seventy-five (75) participants who are at the highest risk of re-offending; and

 

WHEREAS, as part of the proposal the City of Newark submitted to the United States Department of Justice, Bureau of Justice Assistance for the "FY ‘16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community" grant solicitation, the City of Newark partnered with Rutgers University to provide planning, research, and evaluation should the grant be awarded to the City of Newark; and

 

WHEREAS, on September 19, 2016, the City, was awarded a $1,000,000.00 three (3) year grant under the "FY ‘16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community" grant solicitation from the U.S. Department of Justice, Bureau of Justice Assistance (hereinafter “DOJ”); and

 

WHEREAS, by Resolution 7R2-f adopted January 24, 2018, the City of Newark accepted the grant award of $1,000,000.00 from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, grant funding for developing an innovative reentry model, which identifies and provides services to seventy-five (75) participants who are at the highest risk of re-offending; and    

 

WHEREAS, as a condition of the award the City must enter into a sub-contract with Rutgers University to perform both planning, research and evaluation services for the grant; and

 

WHEREAS, by Resolution 7R2-f adopted May 10, 2018, the One-Stop Career Center - NewarkWORKS entered into a contract with Rutgers University to perform planning, research, and evaluation services for the grant for an amount not to exceed Three Hundred Sixty-One Thousand and One Hundred Ninety-Five Dollars and Zero Cents ($361,195.00); and

 

WHEREAS, by Resolution 7R2-f adopted May 10, 2018, the Rutgers University contract period commenced on October 1, 2017 through September 30, 2019; and

 

WHEREAS, on August 29, 2019,  NewarkWORKS submitted a twelve (12) month no cost extension request to the Department of Justice via the Grant Management System (“GMS”) requesting an additional twelve (12) months to complete the execution of programmatic components of the grant; and

 

WHEREAS, on September 26, 2019, NewarkWORKS/City of Newark received GMS system notification that the twelve (12) month no cost extension request was accepted by the Department of Justice and the project end date was extended to September 30, 2020; and

 

WHEREAS, the NewarkWORKS wishes to amend and extend the contract between Rutgers University and NewarkWORKS for an additional twelve (12) month period in conjunction with the twelve (12) month no cost extension provided to the City of Newark by the Department of Justice via the  GMS to complete programmatic components of the City of Newark Smart Reentry Project; and

 

WHEREAS, no other contract amendments are required.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development, and the Director of Newark One Stop Career Center/NewarkWORKS are hereby authorized to ratify, amend and extend the executed contract with Rutgers University Newark, to provide a screening tool to identify the highest risk offenders who are released to the City of Newark and to evaluate the NRI program. as a sub-recipient of the United States Department of Justice, Office of Justice Programs, Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community grant for a grant award in the amount of $361,195.00, for an additional twelve (12) months to complete the execution of programmatic grant components; for the amended contract period commencing October 1, 2017 and terminating on September 30, 2020.

 

2.                     This contract is hereby ratified from October 1, 2017 to the date of adoption of this authorizing resolution.

 

3.                     The contract award amount shall not exceed $361,195.00, from the City of Newark as part of the United States Department of Justice, Office of Justice Programs, Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community grant.

 

4.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development, and the Director of Newark One Stop Career Center/NewarkWORKS are hereby authorized to amend an executed contract agreement with Rutgers University Newark.

 

 

5.                     The Deputy Mayor for Workforce Development, and/or the Director of Newark One Stop Career Center/NewarkWORKS shall file a fully-executed copy of the contract extension agreement in the Office of the City Clerk.
