WHEREAS, the City of Newark’s (the “City”), Department of Health and Community Wellness (“DHCW”), provides emergency shelter, cooling center services, street outreach, transportation, supportive services, and other assistance to vulnerable individuals and families during Code Red activations due to extreme heat and/or poor air quality (“Code Red Services”); and
WHEREAS, the County of Essex, through its Division of Community Action (“Essex County”), has made grant funds available for the provision of Code Red Services; and
WHEREAS, on or about August 17, 2026, on behalf of the City, the Director of the DHCW, electronically signed a Memorandum of Agreement (“MOA”) with Essex County, accepting grant funding in the amount of One Hundred Thirteen Thousand Dollars and Zero Cents ($113,000.00) to provide Code Red Services when a Code Red is officially declared for the period of July 1, 2026 through September 30, 2026 (a copy of the Memorandum of Agreement is attached hereto and made a part hereof); and
WHEREAS, the Director of the DHCW, on behalf of the City, caused the appropriate electronic submission to be made to accept the above-mentioned Grant Award; and
WHEREAS, pursuant to the MOA, Essex County shall reimburse the City for eligible Code Red Program expenses, and the City shall participate in Code Red operations, including emergency shelter and/or cooling center operations, street outreach, transportation, supportive service referrals, coordination with participating agencies and service providers, and required program data collection and reporting.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness (“DHCW”), are hereby authorized to execute the Memorandum of Agreement (“MOA”) with the County of Essex, through its Division of Community Action (“Essex County”), which has made grant funds in the amount of One Hundred Thirteen Thousand and Zero Cents ($113,000.00) available to provide emergency shelter, cooling center services, outreach, transportation, and supportive services during Code Red activations.
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The Grant Award in the amount of One Hundred Thirteen Thousand and Zero Cents ($113,000.00), Essex County is hereby accepted.
4. The Mayor of the City of Newark and/or his designee, the Director of the DHCW, are hereby authorized to receive and expend the grant award for the continued provision of Code Red services for the period commencing on July 1, 2026 and terminating on September 30, 2026.
5. The City’s DHCW, shall upon any extension of time of the grant, and/or increase or decrease of additional funds, file an Amending Resolution reflecting the final time and award amount of the grant.
6. The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing Resolution.
7. No municipal matching funds are required for the receipt or acceptance of this Grant Award.
8. The Director of the DHCW shall file a fully executed copy of the MOA in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to accept grant funds in the amount of One Hundred Thirteen Thousand Dollars and Zero Cents ($113,000.00), from the County of Essex, through its Division of Community Action (“Essex County”), for the period of July 1, 2026 through September 30, 2026. No municipal matching funds are required for the receipt or acceptance of the grant funds.
