WHEREAS, on October 26, 2021, the Municipal Council adopted Resolution 7R2-f(S), authorizing the submission of an application to the New Jersey Department of Community Affairs (the “DCA”) Neighborhood Preservation Program for a grant in the amount of One Hundred Twenty-Five Thousand Dollars and Zero Cents ($125,000.00) (the “Grant Funds”), with Twenty-Five Thousand Dollars and Zero Cents ($25,000.00), of in-kind services, and acceptance of the Grant Funds for the Lincoln Park Neighborhood District; and
WHEREAS, on or about January 7, 2022, the City of Newark (the “City”) received a ninety (90) percent cash advance in the amount of One Hundred Twelve Thousand Five Hundred Dollars and Zero Cents ($112,500.00) from the DCA; and
WHEREAS, on February 17, 2022, the DCA approved the Neighborhood Preservation Program Lincoln Park Implementation Plan (the “Implementation Plan”) submitted by the City in compliance with the terms of the Grant Funds, which defines the strategic goals and tactics that will be used to achieve positive visible and tangible change for and with the residents and business owners within the Lincoln Park Neighborhood District, while helping to build a stronger and fairer New Jersey; and
WHEREAS, the Deputy Mayor/Director of the Department of Economic and Housing Development recommends that the Municipal Council support the Implementation Plan as it relates to the Grant Funds; and
WHEREAS, pursuant to the requirements of the DCA, the Municipal Council, the Governing Body of the City, hereby supports the Implementation Plan submitted.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1) The Municipal Council supports the Neighborhood Preservation Program Lincoln Park Implementation Plan (the “Implementation Plan”), submitted by the City of Newark to the New Jersey Department of Community Affairs (the “DCA”), in relation to the New Jersey Department of Community Affairs Neighborhood Preservation Program grant in the amount of One Hundred Twenty-Five Thousand Dollars and Zero Cents ($125,000.00) (the “Grant Funds”), with Twenty-Five Thousand Dollars and Zero Cents ($25,000.00) of in-kind services, which defines the strategic goals and tactics that will be used to achieve positive visible and tangible change for and with the residents and business owners within the Lincoln Park Neighborhood District, while helping to build a stronger and fairer New Jersey.
2) The submission of the Implementation Plan and support of the Municipal Council of the Implementation Plan is hereby ratified from the date of submission of the application for the Grants Funds to the date of adoption of this Resolution.
3) The Municipal Council does hereby adopt the within Resolution and supports the Implementation Plan, pursuant to and in conformity with the DCA requirements for the Grant Funds.

This Resolution establishes that the Municipal Council supports the Neighborhood Preservation Program Lincoln Park Implementation Plan, as it relates to the $125,000.00 grant being issued by the New Jersey Department of Community Affairs Neighborhood Preservation Program and ratifies the within from the date of submission of the application for the grants funds to the date of adoption of this Resolution.
