This Resolution authorizes the City of Newark to apply for and accept grant funding from the New Jersey Department of Corrections under the FY 23 New Jersey Local, Empowered, Accountable and Determined (NJLEAD) Re-entry Initiative Category A - Reintegration Service Coordination in Urban Communities in New Jersey Program.
Funds must be fully obligated and expended by June 30, 2024.

WHEREAS, the City of Newark desires to apply for and obtain the FY 2023 New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Reentry Initiative, Category A: Reintegration Service Coordination in Urban Communities in New Jersey; and
WHEREAS, on or about November 15, 2022, the Newark Workforce Development Board (“NWDB”) submitted an application signed by the City’s Business Administrator to the State of New Jersey Department of Corrections, for such grant funds (a copy of which is attached hereto and made a part hereof); and
WHEREAS, the State of New Jersey Department of Corrections granted the City of Newark the following New Jersey Local, Empowered, Accountable and Determined (NJ LEAD) Reentry Initiative Category A- Reintegration Service Coordination in Urban Communities in New Jersey grant through the Newark Workforce Development Board (NWDB) in the amount of One Hundred Nineteen Thousand Dollars and Zero Cents ($119,000.00) for State Fiscal Year 2023 (January 1, 2023 through June 30, 2024); and
WHEREAS, no municipal funds are required for the application, receipt, or acceptance of the grant award; and
WHEREAS, the goal of the NJ LEAD Reentry Initiative is to provide reentry services to former inmates returned to our jurisdiction and reduce recidivism; and
WHEREAS, the grant agreement includes a sub-contract, general conditions, program specific conditions and a certification signature page (a copy of which is attached hereto and made a part hereof); and
WHEREAS, the certification signature page must be signed by the Mayor of the City of Newark and/or his designees, the Deputy Mayor of Workforce Development and/or the Executive Director of the Newark Workforce Development Board; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and/or the Executive Director of the Newark Workforce Development Board, are hereby authorized to apply for and accept the FY 2023 State of New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Reentry Initiative, Category A: Reintegration Service Coordination in Urban Communities in New Jersey grant for State Fiscal Year 2023 (January 1, 2023 through June 30, 2024), in the amount of One Hundred Nineteen Thousand Dollars and Zero Cents ($119,000.00) to provide reentry services to former inmates returned to our jurisdiction and reduce recidivism.
2. The grant funds shall be expended according to the guidelines stated in the sub-contract, general conditions, and program specific conditions.
3. The grant funds must be fully obligated and expended by June 30, 2024 or returned to the State of New Jersey Department of Corrections.
4. The Municipal Council hereby ratifies the application for and acceptance of the grant funds described above from November 15, 2022 to the date of adoption of this authorizing resolution.
5. The grant award in the amount of One Hundred Nineteen Thousand Dollars and Zero Cents ($119,000.00) from the State of New Jersey Department of Corrections for State Fiscal Year 2023 (January 1, 2023 through June 30, 2024) is hereby accepted. A copy of the award letter is attached hereto and made a part hereof.
6. The Mayor of the City of Newark and/or his designee(s) are hereby authorized to sign the certification signature page.
7. No municipal funds are required for receipt or acceptance of this grant award.
8. The Deputy Mayor of Workforce Development and/or the Executive Director of the Newark Workforce Development Board shall file a fully executed copy of the grant application, grant award letter, and the grant agreement in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and/or the Executive Director of the Newark Workforce Development Board, to apply for and accept, execute, and expend FY 2023 State of New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Reentry Initiative, Category A: Reintegration Service Coordination in Urban Communities in New Jersey grant funding. These funds are allocated for the period of January 1, 2023 through June 30, 2024 and must be fully expended no later than June 30, 2024. No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
