WHEREAS, on August 3, 2022, through Resolution 7R2-i, the Municipal Council authorized the Mayor to accept the following Workforce Learning Link (WLL)grant funds in the amount of Seventy-Four Thousand Dollars and Zero Cents ($74,000.00) for Program Year 2022, from July 1, 2022 through June 30, 2023, which shall be fully obligated by June 30, 2023 and fully expended by no later than December 31, 2023; and

 

WHEREAS, on March 3, 2023, the State of New Jersey Department of Labor and Workforce Development identified additional Workforce Learning Link (WLL) funding opportunities for Program Year 2022; and

 

 

WHEREAS, on March 3, 2023, the City was granted an increase to an annual grant allocation in the amount of One Hundred Eleven Thousand Dollars and Zero Cents ($111,000.00) of Workforce Learning Link (WLL) grant funds; and

 

WHEREAS, the additional funds shall be fully obligated by June 30, 2023 and fully expended by June 30, 2024; and

 

WHEREAS, the funds will be allocated as the following:

WHEREAS, no application was required for the City of Newark to apply for the grant; and

 

                     WHEREAS, the additional funding must be used in accordance to guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction and it must be incorporated into Program Year 2022 Newark Workforce Development Area Contract; and

 

                     WHEREAS, upon notification of the receipt of the grant awards, the Director of NewarkWORKS desires to accept the grant awards and execute the Standard Assurances and Certifications agreement; and

 

WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

                     WHEREAS, no municipal funds or commitment of municipal resources or staff are required for the receipt or acceptance of these grant funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are authorized to accept the following Workforce Learning Link (WLL) grant allocation from the State of New Jersey Department of Labor and Workforce Development for State Program Year 2022 (July 1, 2022 through June 30, 2023), and to incorporate said funds into the Newark Program Year 2022 Workforce Development Area Contract:

2.                     The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), consistent with an expenditure plan proposed by NewarkWORKS and approved by the Newark Workforce Development Board (NWDB) in accordance with strategic workforce priorities set by the NWDB.

 

3.                     The additional grant funds in the amount of One Hundred Eleven Thousand Dollars and Zero Cents ($111,000.00) must be fully obligated by June 30, 2023 and fully expended by June 30, 2024. 

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2022 to the date of adoption of this authorizing resolution.

 

5.                     The total grant award in the amount of One Hundred Eighty-Five Thousand Dollars and Zero Cents ($185,000.00) from the State of New Jersey Department of Labor and Workforce Development for Program Year 2022 is hereby accepted, and a copy of the award letter is attached hereto and made a part hereof.

 

6.                     The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to enter into and execute a Program 2022 Newark Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award in the amount of One Hundred Eighty-Five Thousand Dollars and Zero Cents ($185,000.00), no later than June 30, 2024.

 

7.                     No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.

 

8.                     The Deputy Mayor for Workforce Development and/or his designee, the Director of One Stop Career Center/NewarkWORKS shall file a fully-executed copy of the Grant Award Letter for Program Year 2022, the Notice of Award, Year 2022 Newark Workforce Development Area Contract, and any other documents that may be necessary in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, to accept and expend additional Workforce Learning Link (WLL) grant funds in the amount of One Hundred Eleven Thousand Dollars and Zero Cents ($111,000.00) for an overall total of One Hundred Eighty-Five Thousand Dollars and Zero Cents ($185,000.00) from the State of New Jersey Department of Labor and Workforce Development, and furthermore, ratifies and authorizes them to enter into and execute a Program Year 2022 Newark Workforce Development Area Contract. These funds are allocated for the period of July 1, 2022 through June 30, 2023, and must be fully obligated by June 30, 2023 and fully expended no later than June 30, 2024. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of these grant awards.
