WHEREAS, the City of Newark (the “City”) seeks to offer reentry services to men of color ages 18-30 who are at the highest risk of re-offending; and

 

WHEREAS, the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (“Department of Justice”), solicited proposals for the FY 16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community (“Newark Reentry Initiative”), which encourages cities to create innovative reentry models which identifies and provides services to individuals returning to the community from incarceration who are at the highest risk of offending; and

 

WHEREAS, on June 8, 2016, on behalf of the City of Newark, under the Mayor’s Office with Rutgers University - Newark, School of Criminal Justice as the City’s educational partner, submitted an application to the Department of Justice, requesting funding in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) for developing an innovative reentry model which identifies and provides services to at least 75 participants who are at the highest risk of re-offending; and

 

WHEREAS, as a result of this application, on September 30, 2016, the City of Newark was awarded a grant (titled the “Newark Reentry Initiative”), in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) from the Department of Justice, to develop an innovative reentry model which identifies and provides services to individuals who are at the highest risk of re-offending (including but not limited to mentorship, case management, transitional employment, and mental health services). These services will be provided for the period commencing on October 1, 2016 and terminating on September 30, 2019; and

 

WHEREAS, the City must execute a grant agreement with the Department of Justice to begin working on the Newark Reentry Project.

                     

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee(s), Deputy Mayor of Employment & Training and the Director of NewarkWORKS, are hereby authorized to submit an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (“Department of Justice”), for funding in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) for the FY 16 Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community with a $1,000,000 (One Million Dollars and Zero Cents) In-Kind Match by the City of Newark (“the City”) (a copy of the budget and application is attached hereto and made a part hereof).

 

2.                     The $1,000,000.00 In-Kind Match represents 50% of the total grant award.  This match will be in the form of salary and fringe benefits, for re-entry case managers and transitional employment for at least 75 participants. (a copy of the budget narrative is attached hereto and made a part hereof).

 

3.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

4.                     The grant award in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) from the Department of Justice is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

5.                     The Mayor and/or his designee(s), Deputy Mayor of Employment & Training, and the Director of NewarkWORKS, are hereby authorized to enter into and execute the grant agreement with the Department of Justice to receive and expend the grant award in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) through the Mayor’s Office to develop and implement a reentry model targeting individuals who are returning to the community and are at the highest risk for re-offending; for the period commencing October 1, 2016 and terminating on September 30, 2019 (A copy of the agreement is attached hereto and made a part hereof).

 

6.                     The agreement between the City of Newark and the Department of Justice is hereby ratified from October 1, 2016 to the date of adoption of this authorizing resolution.

 

7.                     The Deputy Mayor of Employment and Training and/or the Director of NewarkWORKS, shall file a fully-executed copy of the grant application, the grant award letter, the grant agreement, and any other required documents to accept this grant.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor’s Office, the Deputy Mayor of Employment and Training, and/or the Director of NewarkWORKS to submit an application for grant funding from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for developing an innovative reentry model which identifies and provides services to at least 75 participants who are at the highest risk of re-offending, and furthermore, ratifies and authorizes the Mayor and/or his designee, Deputy Mayor of Employment and Training and NewarkWORKS Director, to enter into and execute a grant agreement with and accept grant funds in the amount of $1,000,000.00 (One Million Dollars and Zero Cents) from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, for developing an innovative reentry model which identifies and provides services to at least 75 participants who are at the highest risk of re-offending, for the period commencing October 1, 2016 and terminating on September 30, 2019.  The City of Newark is required to provide $1,000,000.00 (One Million Dollars and Zero Cents) of In-Kind matching fund.
