WHEREAS, the world population is over seven (7) billion people and more than one (1) billion people, or approximately fifteen (15%) percent of the world's population, live with some form of disability; eighty (80%) percent live in developing countries; and

WHEREAS, persons with disabilities, “the world’s largest minority”, have generally poorer health, lower education achievements, fewer economic opportunities and higher rates of poverty than people without disabilities. This is largely due to the lack of services available to them (like information and communications technology (ICT), justice or transportation) and the many obstacles they face in their everyday lives. These obstacles can take a variety of forms, including those relating to the physical environment, or those resulting from legislation or policy, or from societal attitudes or discrimination; and

WHEREAS, more than 100 million disabled persons are children; and

WHEREAS, an estimated forty-six (46%) percent of older people aged sixty (60) years and over are people with disabilities; and

 

                      WHEREAS, one (1) in every five (5) women is likely to experience disability in her life, while one (1) in every ten (10) children is a child with a disability; and

 

                     WHEREAS, persons with disabilities in the world are among the hardest hit by COVID-19 and fifty (50%) percent of disabled persons cannot afford health care.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     “International Day of Persons with Disabilities” in the City of Newark is declared Saturday, December 3, 2022.
